Bringing Tibet’s Environmental Voice to Europe 

ICT ensures that Tibet’s climate, water, and human rights concerns are part of Europe’s dialogue with China. 

We advocate within the European Union to keep Tibet high on the political agenda, not only as a human rights issue, but as a critical environmental and geopolitical concern. Through our offices in Brussels, Amsterdam, and Berlin, we work with Members of the European Parliament, the European External Action Service (EEAS), and other EU institutions to promote policies that protect Tibet’s environment and people

Tibet’s vast plateau, often called the “Third Pole”, is warming faster than almost anywhere on earth. The melting of its glaciers threatens the water security of over 1.8 billion people across Asia. At the same time, large-scale Chinese hydropower and mining projects are destroying fragile ecosystems and displacing Tibetan communities. Our advocacy ensures that European policymakers understand the global implications of these developments. 

In May 2025, ICT presented its landmark report “Chinese Hydropower: Damning Tibet’s Culture, Community, and Environment” at the European Parliament, kindly hosted by the Chair and Vice-Chair of the European Parliament’s Tibet Friendship Group The briefing urged the EU to hold China accountable for the human and environmental costs of its dam projects. 

Our team in Brussels also regularly engages with EU officials and MEPs, providing data, reports, and briefings on Tibet’s environment and climate. This includes contributions to EU-China Human Rights dialogues, statements ahead of EU-China summits, and collaboration with other NGOs to highlight climate justice and environmental defenders
