While the High Commissioner for Human Rights, Volker T\u00fcrk, acknowledged human rights violations in Tibet, his <a href=\"https:\/\/www.unognewsroom.org\/teleprompter\/en\/2670\/hrc-59-global-update-by-volker-tuerk-un-high-commissioner-for-human-rights-16-june-2025\" target=\"_blank\" rel=\"noreferrer noopener\">oral update<\/a> remained general and fell short of expectations for a more detailed and robust condemnation of China\u2019s repression in the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The International Campaign for Tibet (ICT), on behalf of the Helsinki Foundation for Human Rights, actively participated in the session, highlighting the deteriorating human rights situation in Tibet through multiple avenues, including oral statements and a public side event.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Oral statements at Interactive Dialogues<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">In an <a href=\"https:\/\/savetibet.de\/allgemein-de\/international-campaign-for-tibet-warnt-vor-zerstoererischen-folgen-von-wasserkraftprojekten-in-tibet-statement-beim-un-menschenrechtsrat-fordert-sofortigen-stopp\/\" target=\"_blank\" rel=\"noreferrer noopener\">oral statement<\/a> delivered by ICT Advocacy Officer Ellamae Hamm on behalf of the Helsinki Foundation for Human Rights at the Interactive Dialogue with the UN Special Rapporteur on Climate Change and Human Rights, ICT raised serious concerns over China\u2019s aggressive development of hydropower dams in Tibet. Drawing from ICT\u2019s December 2024 report, \u201c<em><a href=\"https:\/\/savetibet.nl\/chinese-hydropower-damming-tibets-culture-community-and-environment\/\" target=\"_blank\" rel=\"noreferrer noopener\">Chinese Hydropower: Damning Tibet\u2019s Culture, Community, and Environment<\/a><\/em>,\u201d the statement detailed that since 2000, at least 193 hydropower projects have been planned or constructed on the Tibetan plateau.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These large-scale projects have already displaced thousands of Tibetans, destroyed centuries-old monasteries, and disrupted fragile ecosystems. ICT emphasized that up to 1.2 million Tibetans are at risk of losing their homes if China continues these policies. Despite being promoted as clean energy, studies show that such dams emit significant methane emissions and contribute to long-term environmental and cultural harm. (Source: UN Web TV)<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notably, in a <a href=\"https:\/\/webtv.un.org\/en\/asset\/k1x\/k1xjlfrgck\" target=\"_blank\" rel=\"noreferrer noopener\">formal right of reply<\/a> (UN Web TV, time stamp: 01:03:06) to the statement, Zhu Yuejiangnan, representative of the Chinese delegation to the Council, stated that \u201csome countries have been using NGOs to spread lies to attack China\u201d, adding that those countries \u201care standing on the opposite side of the international community\u201d and should have \u201ca hard look at themselves\u201d. (Source: UN Web TV)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ICT\u2019s EU Policy Director, Vincent Metten also spoke on behalf of the Helsinki Foundation for Human Rights delivering an <a href=\"https:\/\/savetibet.de\/allgemein-de\/ict-verurteilt-kriminalisierung-religioeser-feste-in-tibet-statement-vor-un-menschenrechtsrat-fordert-freilassung-inhaftierter-moenche\/\" target=\"_blank\" rel=\"noreferrer noopener\">oral statement<\/a> at the Interactive Dialogue with the Special Rapporteur on Freedom of Assembly and Association, addressing the criminalization of religious expression in Tibet. The statement highlighted the continued imprisonment of three Tibetan monks, <a href=\"https:\/\/savetibet.nl\/celebrating-in-fear-chinas-crackdown-on-dalai-lama-birthday-tributes-in-tibet\/\" target=\"_blank\" rel=\"noreferrer noopener\">Drugdra, Lobsang Khedrub, and Lobsang Gephel<\/a>, for organizing a celebration of the Dalai Lama\u2019s 80th birthday in 2015. Now, nearly a decade later, the monks remain in prison without access to healthcare or contact with their families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This ongoing repression violates Articles 18 of both the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, which guarantee freedom of thought, conscience, and religion. These events are organized by member states, NGOs, UN bodies, or other stakeholders and serve as platforms to raise awareness, to provide space for civil society and affected individuals to share testimonies and advocate for action, and to offer expert analysis and recommendations that can influence the positions of states and the outcomes of the Council.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a side event titled \u201cFreedom of religion and the interference in the appointment of religious clergy in Tibet\u201d, organised by the Helsinki Foundation for Human Rights, ICT President <a href=\"https:\/\/savetibet.org\/wp-content\/uploads\/2025\/06\/20250627-Tencho-Gyatso.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Tencho Gyatso<\/a>, <a href=\"https:\/\/savetibet.org\/wp-content\/uploads\/2025\/06\/20250627-Dr-Gyal-Lo.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Dr Gyal Lo<\/a> from the Tibet Action Institute and <a href=\"https:\/\/savetibet.org\/wp-content\/uploads\/2025\/06\/20250627-Gloria-Montgomery.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Gloria Montgomery<\/a> from the Tibet Justice Center, highlighted the religious, cultural, and political impact of China\u2019s efforts to dominate the Tibetan reincarnation system, with a particular view on the succession of the Dalai Lama. In a <a href=\"https:\/\/savetibet.de\/wp-content\/uploads\/2025\/06\/Statement-Nazila-Ghanea.mp4\" target=\"_blank\" rel=\"noreferrer noopener\">recorded statement<\/a>, UN Special Rapporteur on Freedom of Religion or Belief, Nazila Ghanea, strongly condemned China\u2019s interference in the succession of the Dalai Lama. She urged Beijing to withdraw laws controlling the appointment of Tibetan Buddhist leaders and to reveal the whereabouts of the abducted Panchen Lama. The submission highlighted the severe restrictions on religious freedom, forced assimilation of Tibetan children through the boarding school system, and the systematic dismantling of Tibetan cultural identity.
