{"id":12929,"date":"2023-07-12T00:00:00","date_gmt":"2023-07-11T22:00:00","guid":{"rendered":"https:\/\/savetibet.nl\/nieuws\/tibet-raised-at-un-human-rights-councils-53rd-session\/"},"modified":"2023-07-12T00:00:00","modified_gmt":"2023-07-11T22:00:00","slug":"tibet-raised-at-un-human-rights-councils-53rd-session","status":"publish","type":"nieuws","link":"https:\/\/savetibet.nl\/en\/news\/tibet-raised-at-un-human-rights-councils-53rd-session\/","title":{"rendered":"Tibet raised at UN Human Rights Council\u2019s 53rd session"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">At the 53rd session of the UN Human Rights Council currently underway in Geneva, the International Campaign for Tibet along with a number of countries has once again urged China to put an end to its systematic rights violations in Tibet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Opening the session with his <a href=\"https:\/\/www.ohchr.org\/en\/statements\/2023\/06\/urging-greater-cooperation-high-commissioner-turk-opens-human-rights-council\" target=\"_blank\" rel=\"noreferrer noopener\">oral update<\/a> on global human rights developments on 19 June, UN High Commissioner for Human Rights Volker T\u00fcrk highlighted a number of concerns raised by UN treaty bodies with regard to human rights violations committed by the Chinese government\u2014including \u201cassimilation policies that undermine the identity of minorities, including Tibetan people.\u201d \u201cMy Office is seeking further engagement with China on these and other issues,\u201d T\u00fcrk said, adding he also encouraged China to \u201cseek the expertise of Special Procedures mandate holders.\u201d<br><br>In their response to the High Commissioner\u2019s presentation, several countries &#8211; <a href=\"https:\/\/hrcmeetings.ohchr.org\/HRCSessions\/HRCDocuments\/68\/SP\/54787_59_0a6a1515_8717_4c8e_ad6f_c278cc0b5afa.docx\" target=\"_blank\" rel=\"noreferrer noopener\">Australia<\/a>, the <a href=\"https:\/\/hrcmeetings.ohchr.org\/HRCSessions\/HRCDocuments\/68\/SP\/54552_59_5dacb135_8191_4bce_86a3_ef2866a952fc.doc\" target=\"_blank\" rel=\"noreferrer noopener\">Czech Republic<\/a>, Germany, <a href=\"https:\/\/hrcmeetings.ohchr.org\/HRCSessions\/HRCDocuments\/68\/SP\/55786_59_85282a3c_0885_455b_8176_491c34b27783.docx\" target=\"_blank\" rel=\"noreferrer noopener\">Switzerland<\/a>, <a href=\"https:\/\/hrcmeetings.ohchr.org\/HRCSessions\/HRCDocuments\/68\/SP\/56347_59_dce02ccd_5184_49ac_9d72_f4691d5025ad.docx\" target=\"_blank\" rel=\"noreferrer noopener\">Sweden<\/a> and the <a href=\"https:\/\/hrcmeetings.ohchr.org\/HRCSessions\/HRCDocuments\/68\/SP\/55181_59_5bf67076_d39f_4f60_a72e_d9c35e4504c8.docx\" target=\"_blank\" rel=\"noreferrer noopener\">United Kingdom<\/a> &#8211; also expressed concerns about the human rights situation in Tibet and called on the Chinese government to respect the rights of Tibetans. \u201cThe EU continues to urge China to abide by its obligations \u2026 to respect, protect and fulfil human rights and fundamental freedoms for all, including Uyghurs, Tibetans and persons belonging to ethnic, religious and linguistic minorities across China,\u201d the <a href=\"https:\/\/hrcmeetings.ohchr.org\/HRCSessions\/HRCDocuments\/68\/SP\/55040_59_1957594d_033e_459e_9063_7d3dd910d923.docx\" target=\"_blank\" rel=\"noreferrer noopener\">European Union<\/a> delegate also said.<br><br>Later in the session, during an interactive debate with the Special Rapporteur on education Farida Shaheed, the United States also <a href=\"https:\/\/geneva.usmission.gov\/2023\/06\/27\/interactive-dialogue-with-special-rapporteur-on-the-right-to-education-hrc53\/\" target=\"_blank\" rel=\"noreferrer noopener\">commended<\/a> the Special Rapporteur for bringing attention to China\u2019s boarding school system in Tibet, which it said \u201craises serious human rights concerns.\u201d In February, the Special Rapporteur\u2014together with the Special Rapporteurs in the field of cultural rights and on minority issues\u2014had been one of the first UN experts to <a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2023\/02\/china-un-experts-alarmed-separation-1-million-tibetan-children-families-and\" target=\"_blank\" rel=\"noreferrer noopener\">publicly sound the alarm<\/a> about this harmful policy, which has separated nearly 1 million Tibetan children from their families and sent them to colonial-style boarding schools where they are forced to learn in Mandarin Chinese in a curriculum built around CCP-prescribed ideology.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Statements<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">ICT also delivered two statements on behalf of the Helsinki Foundation for Human Rights at this session.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first one, delivered by ICT Germany\u2019s Kai M\u00fcller on 28 June during the interactive dialogue with the Special Rapporteur on trafficking in persons, drew attention to labour exploitation in Tibet, which \u201cmay amount to forced labour, trafficking for purposes of forced labour, marginalization of the Tibetan language, religion, way of life and forced political indoctrination of prisoners violating the freedoms of thought, conscience, opinion and expression,\u201d M\u00fcller said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Referring to the <a href=\"https:\/\/tbinternet.ohchr.org\/_layouts\/15\/treatybodyexternal\/Download.aspx?symbolno=CEDAW%2FC%2FCHN%2FCO%2F9&amp;Lang=en\" target=\"_blank\" rel=\"noreferrer noopener\">Concluding Observations<\/a> of the Committee on the Elimination of Discrimination against Women following its recent review of China, in which it called on China to \u201cimmediately halt\u201d non-voluntary labour transfer and vocational training programs in the Tibet Autonomous Region, M\u00fcller urged the Chinese authorities to \u201cclarify the measures in place for Tibetans to opt out of vocational training and labour transfer programmes and to bring any such programs in conformity with international law.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a video statement during the interactive dialogue with the Special Rapporteur on extreme poverty and human rights on 30 June, Vincent Metten from ICT Europe also denounced the Chinese government\u2019s policy of forcibly expelling millions of Tibetan nomads and farmers from their land to resettle them in urban dwellings under the pretext of poverty alleviation. While the Chinese government claims this policy is a successful example of the Chinese Communist Party\u2019s benevolent rule, this is \u201ccounterfactual,\u201d Metten said. He added that targeted Tibetans are in fact \u201crarely provided the ability to refuse dislocation nor do they receive proper compensation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Below are the two statements.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Item 3: Interactive Dialogue with the Special Rapporteur on Special Rapporteur on trafficking in persons, especially women and children<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMr. President,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I would like to thank the Special Rapporteur for her report A\/HRC\/53\/28.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In February and April this year UN experts expressed<sup>[1]<\/sup> deep concern about the serious human rights violations committed against Tibetans in the Tibet Autonomous Region and other Tibetan populated regions, particularly allegations of labour exploitation which may amount to forced labour, trafficking for purposes of forced labour, marginalization of the Tibetan language, religion, way of life and forced political indoctrination of prisoners violating the freedoms of thought, conscience, opinion and expression.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Likewise, in its Concluding Observations on China, the Committee on the Elimination of Discrimination against Women called for to \u201cimmediately halt non-voluntary \u201clabour transfer\u201d and \u201cvocational training\u201d programmes in the Tibet Autonomous Region.\u201d<sup>[2]<\/sup><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Committee stated that it remains concerned, about the \u201cabsence of comprehensive anti-trafficking legislation and the lack of clarity as to whether the legislation of the State party criminalizes all forms of trafficking, including trafficking for the purpose of sexual exploitation, forced labour, forced marriage, organ removals and illegal adoption, especially among Uyghur and Tibetan communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We urge States to support the UN experts concerns and recommendations, and to call on the authorities to clarify the measures in place for Tibetans to opt out of vocational training and labour transfer programmes and to bring any such programs in conformity with international law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thank you.\u201d<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Item 3: Interactive Dialogue with the Special Rapporteur on extreme poverty and human rights<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMr. President,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We thank the Special Rapporteur for his report on <em>The employment guarantee as a tool in the fight against Poverty.<\/em><sup>[3]<\/sup><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Chinese State media, by the end of 2019, 628,000 people inside the Tibet Autonomous Region were \u201clifted\u201d out of poverty.<sup>[4]<\/sup> This included 266,000 farmers and herders who were expelled from their ancestral homelands and through force or coercion transferred into consolidated, urban dwellings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Chinese government claims this policy is a successful example of the Party\u2019s benevolent rule. This is counterfactual. Based on Chinese government media sources explicitly addressing nomadic populations, at least 1.8 million nomads have been displaced.<sup>[5]<\/sup> The uprooted families are then forced to accept low-paid, low-skilled work. Targeted Tibetans are rarely provided the ability to refuse dislocation nor do they receive proper compensation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In sum, China\u2019s purported strategy to meet development goals in Tibet have not been designed in a way that is culturally adequate, inclusive, or provides Tibetans any role in the decision-making process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We urge the Special Rapporteur and Member States to demand China include local input in development and poverty reduction decisions as it is essential that Tibetans have the space and freedom to draw on their culture, needs, and expertise to define their vision for the future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thank you.\u201d<\/p>\n\n\n\n<p class=\"footnote
