{"id":12559,"date":"2021-01-26T00:00:00","date_gmt":"2021-01-25T23:00:00","guid":{"rendered":"https:\/\/savetibet.nl\/nieuws\/european-think-tank-praises-tibetan-policy-and-support-act\/"},"modified":"2021-01-26T00:00:00","modified_gmt":"2021-01-25T23:00:00","slug":"european-think-tank-praises-tibetan-policy-and-support-act","status":"publish","type":"nieuws","link":"https:\/\/savetibet.nl\/en\/news\/european-think-tank-praises-tibetan-policy-and-support-act\/","title":{"rendered":"European think tank praises Tibetan Policy and Support Act"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A new US law on Tibet sends an encouraging message to democracies around the globe about challenging China\u2019s oppression of the Tibetan people, a European think tank says in a recent commentary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its commentary this month, the European Foundation for South Asian Studies says the <a href=\"https:\/\/savetibet.org\/congress-passes-key-legislation-supporting-tibetans-aspirations-rights\/\" rel=\"noreferrer noopener\" target=\"_blank\">enactment of the Tibetan Policy and Support Act<\/a> in December was a \u201cheartening sign.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe passage of the [TPSA] also has a message for other responsible democracies across the world,\u201d the foundation says. \u201cTill now, most other democracies that profess liberal values and respect for human rights have limited themselves to periodically and passingly mentioning the Tibet issue to visiting Chinese delegations.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Tibetan Policy and Support Act<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">As the foundation notes, the TPSA directly confronts China over its repression inside Tibet, a historically independent country that China annexed more than 60 years ago.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Building on the groundbreaking Tibetan Policy Act of 2002, the TPSA will:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Make it official US policy that the selection of Tibetan Buddhist leaders\u2014including a possible future Dalai Lama\u2014should follow the desires of the Tibetan Buddhist community and the instructions of the current Dalai Lama without interference from the Chinese government<\/li><li>Sanction Chinese officials if they follow through on their threats to appoint their own Dalai Lama in the future. The State Department\u2014which will now be led by new Secretary of State Antony Blinken following his confirmation by the Senate today, Jan. 26, 2021\u2014must also work at the international level to build support for Tibetan Buddhists\u2019 freedom to choose their own leaders<\/li><li>Forbid China from opening a new consulate in the US until it allows a US consulate in Lhasa, Tibet\u2019s capital<\/li><li>Address water security and environmental issues in Tibet, which is warming nearly three times faster than the global average and provides water to more than 1 billion people in Asia<\/li><li>Formalize funding for humanitarian projects for Tibetans inside Tibet and in exile until at least 2025<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Democracy and human rights<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The TPSA also commends the Dalai Lama and the Tibetan people for adopting a democratic form of governance in exile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The act states that the Central Tibetan Administration represents the aspirations of Tibetans around the globe, and that the democratically elected <em>sikyong<\/em> is its president.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the foundation, \u201cThe formal acknowledgement by the US of the CTA, Tibet\u2019s elected parliamentary government based in [Dharamsala], India, as the legitimate institution reflecting the aspirations of the Tibetan Diaspora around the world and the Sikyong as the President of the CTA is a major development.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In turn, the foundation says, the TPSA could spur other democratic governments to take action for Tibet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt would be worth watching whether a few such democracies take the cue from the US and acknowledge the sufferings of the Tibetans more substantially,\u201d the foundation says. \u201cAfter all, respect for human rights can hardly be allowed to be subservient to the economic benefits of trading with China.\u201d<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Europe and India<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The foundation notes that several European leaders have spoken up recently in support of Tibetans:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The European Union\u2019s foreign policy chief, Josep Borrell, said in July 2020 that the EU <a href=\"https:\/\/savetibet.nl\/eu-opposes-chinese-interference-in-dalai-lama-succession\/\" target=\"_blank\" rel=\"noreferrer noopener\">opposes<\/a> any interference in the Dalai Lama\u2019s succession by the Chinese government.<\/li><li>Officials in Belgium, Germany and the Netherlands have <a href=\"https:\/\/savetibet.nl\/german-and-eu-leaders-back-tibet-access-religious-freedom\/\" target=\"_blank\" rel=\"noreferrer noopener\">expressed<\/a> similar positions.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The foundation says the TPSA could also \u201cprovide a template and options for India to examine and expand upon in its future dealings\u201d with China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The world\u2019s largest democracy, India has been the primary exile home for Tibetans for more than six decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Historically, India shared a peaceful border with Tibet. But under China\u2019s occupation, Tibet has become a launching pad for China\u2019s attempted land grabs of Indian territory, leading to violent clashes between the two sides.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Hope for other oppressed groups<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The foundation says the success of the TPSA came in part from the efforts of Tibetans and Tibet support groups, such as the International Campaign for Tibet and its members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The act\u2019s passage offers hope for other groups facing oppression, according to the foundation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe TPSA would not have been passed had it not been for the concerted and persistent campaign carried out by [Tibetan] exiles, Tibetan rights groups and their supporters worldwide, but especially in the US,\u201d the foundation says. \u201cA deep conviction in their cause, sincere perseverance with their efforts, and sound wisdom in their decision making meant that there was no let up, even when progress was labored.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis holds invaluable lessons for other suppressed groups.\u201d<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><a href=\"https:\/\/www.efsas.org\/commentaries\/china-india-and-us-adoption-of-the-tibetan-policy-and-support-act\/\" rel=\"noreferrer noopener\" target=\"_blank\">Read the foundation\u2019s commentary<\/a>.<\/h4>\n","protected":false},"excerpt":{"rendered":"<p>A new US law on Tibet sends an encouraging message to democracies around the globe about challenging China\u2019s oppression of the Tibetan people, a European think tank says in a recent commentary.<\/p>\n","protected":false},"featured_media":12560,"template":"","meta":{"_acf_changed":false},"categorie":[691],"news_tag":[],"class_list":["post-12559","nieuws","type-nieuws","status-publish","has-post-thumbnail","hentry","categorie-news"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.7 -
