officials under the Reciprocal Access to Tibet Act, and a British lawmaker introduced a similar bill in the UK, the Chinese government vowed to retaliate with restrictions of its own.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn response to the US erroneous act, China decides to impose visa restrictions on US individuals with egregious conducts on Tibet-related issues,\u201d Chinese Foreign Ministry Spokesperson Zhao Lijian <a href=\"https:\/\/www.fmprc.gov.cn\/mfa_eng\/xwfw_665399\/s2510_665401\/2511_665403\/t1796130.shtml\" rel=\"noreferrer noopener\" target=\"_blank\">said<\/a> at a press conference on July 8, 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added, \u201cWe urge the US side to immediately stop interfering in China\u2019s internal affairs with Tibet as a pretext, and refrain from going further down the wrong path, lest it should further harm China-US relations as well as exchange and cooperation between the two countries.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, RATA specifically aims at protecting the rights of American citizens based on the principle of reciprocity in international relations.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Reciprocal Access to Tibet Act<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Zhao was responding to Chinese state media after US Secretary of State Mike Pompeo <a href=\"https:\/\/savetibet.nl\/us-bans-chinese-officials-under-tibet-access-law\/\">announced the restrictions<\/a> on Chinese officials under RATA, which became law in late 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The restrictions apply to Chinese \u201cgovernment and Chinese Communist Party officials determined to be \u2018substantially involved in the formulation or execution of policies related to access for foreigners to Tibetan areas,\u2019\u201d Pompeo said on July 7, <a href=\"https:\/\/secureservercdn.net\/198.71.233.163\/4vo.170.myftpupload.com\/wp-content\/uploads\/2019\/12\/PLAW-115publ330.pdf\" rel=\"noreferrer noopener\" target=\"_blank\">quoting<\/a> the text of RATA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pompeo noted that China \u201csystematically\u201d prevents US journalists, diplomats and ordinary citizens from entering Tibet, which China annexed in 1959 and closes off to the outside world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a first for the secretary of state, Pompeo also said international access to Tibet is \u201cincreasingly vital to regional stability, given the [People\u2019s Republic of China\u2019s] human rights abuses there, as well as Beijing\u2019s failure to prevent environmental degradation near the headwaters of Asia\u2019s major rivers.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pompeo also framed the visa restrictions as part of the US\u2019 desire for a \u201creciprocal\u201d relationship with China and its support for Tibetans\u2019 basic rights and freedoms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe United States will continue to work to advance the sustainable economic development, environmental conservation, and humanitarian conditions of Tibetan communities within the People\u2019s Republic of China and abroad,\u201d he said. \u201cWe also remain committed to supporting meaningful autonomy for Tibetans, respect for their fundamental and unalienable human rights, and the preservation of their unique religious, cultural, and linguistic identity.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pompeo received support for his actions from several US lawmakers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And at a press conference on July 8, Pompeo wished a belated happy birthday to the Dalai Lama, the Tibetan spiritual leader who turned 85 on Monday.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Chinese propaganda<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">In contrast, Zhao claimed RATA violates China\u2019s sovereignty in Tibet, the law focusing on the rights of American citizens to enjoy the same privilege of visiting Tibet that Chinese citizens have in visiting the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zhao also falsely stated that, \u201cthere\u2019s no problem with foreigners\u2019 entry into this region.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His comments conflict with a US State Department report from 2019 that documents several glaring examples of China <a href=\"https:\/\/savetibet.nl\/new-state-dept-report-shows-us-is-serious-about-ending-isolation-of-tibet-for-americans\/\">blocking Americans\u2019 access to Tibet.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Foreign journalists also say China restricts them from entering Tibet. In its annual report earlier this year, the Foreign Correspondents\u2019 Club of China said the Tibet Autonomous Region is <a href=\"https:\/\/savetibet.org\/state-dept-should-implement-tibet-reciprocity-after-capping-chinese-state-media-journalists-in-us-ict\/\" rel=\"noreferrer noopener\" target=\"_blank\">the only region of the People\u2019s Republic of China<\/a> that journalists need prior permission to enter. Such permission is rarely given.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Washington Post article from 2016 also <a href=\"https:\/\/www.washingtonpost.com\/news\/worldviews\/wp\/2016\/09\/16\/in-tibet-the-door-cracks-opens-for-foreign-media-and-then-slams-shut-again\/\" rel=\"noreferrer noopener\" target=\"_blank\">describes<\/a> the TAR as \u201charder to visit as a journalist than North Korea.\u201d<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">UK, European calls for reciprocity<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The US is not the only country pressuring China to allow access to Tibet. In fact, it was not the only one to do so this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On July 6, the Dalai Lama\u2019s 85th birthday, British Conservative Party MP Tim Loughton reintroduced his own version of RATA in the UK Parliament.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cExpressions of revulsion at China\u2019s leaders are welcome but practical action is also needed,\u201d Loughton told ICT. \u201cThat is why the Tibet Reciprocal Access legislation which passed Congress with <a href=\"https:\/\/savetibet.nl\/legislative-landmark-us-congress-passes-reciprocal-access-to-tibet-act\/\">widespread support<\/a> is so important and sets a strong example of action that other governments can and should be taking too. Adopting a similar approach by the UK Government will send a further strong message to the Chinese regime that their serial flouting of basic human rights must not be tolerated and will bring consequences.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Calls for reciprocity are also <a href=\"https:\/\/savetibet.nl\/new-ict-report-documents-need-for-eu-reciprocal-access-to-tibet\/\" target=\"_blank\" rel=\"noreferrer noopener\">growing in other European countries<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last month, 57 parliamentarians from 19 European countries published an <a href=\"https:\/\/www.euractiv.com\/section\/eu-china\/opinion\/to-expose-chinas-secrecy-demand-reciprocal-access-to-tibet\/\" rel=\"noreferrer noopener\" target=\"_blank\">op-ed<\/a> calling on their governments to enact RATA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The op-ed followed an <a href=\"https:\/\/eeas.europa.eu\/headquarters\/headquarters-homepage_en\/79355\/Trust%20and%20reciprocity:%20the%20necessary%20ingredients%20for%20EU-China%20cooperation\" rel=\"noreferrer noopener\" target=\"_blank\">opinion piece<\/a> from Josep Borrell, the EU high representative for foreign affairs and vice president of the EU Commission, who said the focus of the EU-China relationship should be \u201ctrust, transparency, and reciprocity.\u201d<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">ICT quote<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><em>International Campaign for Tibet President Matteo Mecacci:<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cChinese officials continue to spread lies about the situation in Tibet, while at the same time keeping it closed to external scrutiny. This untenable situation is increasingly questioned and challenged by strong calls for reciprocity from world leaders. Not only has the US implemented the Reciprocal Access to Tibet Act by imposing visa sanctions on Chinese authorities, but other countries too are moving toward their own versions of RATA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter decades of China\u2019s unjust isolation of Tibet, as well as its unfair treatment of the rest of the world, democratic countries are now saying enough is enough: Reciprocal access to Tibet must be provided.
