{"id":12395,"date":"2020-02-13T00:00:00","date_gmt":"2020-02-12T23:00:00","guid":{"rendered":"https:\/\/savetibet.nl\/nieuws\/coronavirus-response-in-tibet-arrests-crackdown-religious-repression\/"},"modified":"2020-02-13T00:00:00","modified_gmt":"2020-02-12T23:00:00","slug":"coronavirus-response-in-tibet-arrests-crackdown-religious-repression","status":"publish","type":"nieuws","link":"https:\/\/savetibet.nl\/en\/news\/coronavirus-response-in-tibet-arrests-crackdown-religious-repression\/","title":{"rendered":"Coronavirus response in Tibet: arrests, crackdown, religious repression"},"content":{"rendered":"\n<ul class=\"text-box wp-block-list\"><li>China has responded to the spread of coronavirus to Tibet by \ncracking down on people who post information online about the deadly \nillness, including one man who was detained by police simply for \nencouraging his contacts to recite prayers to ward off infection.<\/li><li>Chinese authorities also announced the cancellation of public \nreligious festivals and prayer ceremonies for \u201cLosar,\u201d the Tibetan New \nYear, which begins Feb. 24.<\/li><li>In the wake of the outbreak, the Chinese government has activated \nits network of military and Chinese Community Party cadres to spread \npropaganda about protecting \u201cstability\u201d\u2014a euphemism for the suppression \nof free speech and the enforcement of compliance with CCP policies.<\/li><li>Despite the spread of the virus, China\u2019s leadership has chosen to <a href=\"http:\/\/epaper.chinatibetnews.com\/fzb\/202001\/24\/content_12781.html\" rel=\"noreferrer noopener\" target=\"_blank\">move ahead with a new campaign<\/a>\n in Tibet described as sending a \u201cmillion police to 10 million homes.\u201d \nThe intention is to ensure \u201cgrass roots\u201d integration of security forces \nin local communities. The campaign began in January and will continue \nthroughout the year.<\/li><li>In contrast to the Chinese government\u2019s heavy-handed response, the \nTibetan people have reacted to the outbreak of coronavirus with \ncompassion. Monasteries have donated funds for the purchase of facemasks\n and goggles, and Tibetans lit butter lamps in honor of the Chinese \nwhistleblower who warned about the virus and subsequently died from it.<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Coronavirus in Tibetan areas<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/mp.weixin.qq.com\/s\/UxpfmNwnLT5rbeX381WK_Q\" rel=\"noreferrer noopener\" target=\"_blank\">According to available information<\/a>,\n infections of coronavirus\u2014which the World Health Organization now \nlabels as COVD-19\u2014in Tibetan areas were as follows as of Feb.13, 2020:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Tibet Autonomous Region: One confirmed case, later announced as cured on Feb. 12.<\/li><li>Qinghai: 18 confirmed cases, with 11 reported to have been cured.<\/li><li>Sichuan: 37 cases in Kardze (Chinese: Ganzi) prefecture, with three \nreportedly cured. Of the 37, 32 were in Tawu (Daofu), two in Sertha \n(Seda), two in Dartsedo (Kangding) and one in Dabpa (Daocheng). There \nwas also one case in Ngaba (Aba).<\/li><li>Gansu: Seven cases in Kanlho (Gannan) with one reportedly cured.<\/li><li>Yunnan: Dechen Prefecture said it has zero cases.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">There is no accurate information on how many of the infected \nindividuals are Tibetan, although there are reports that Tibetans were \namong the infected in Kardze.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Timing<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The Chinese government\u2019s repressive response to the coronavirus outbreak comes at an already sensitive time in Tibet. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Feb. 24 is \u201cLosar,\u201d the Tibetan New Year. To prevent the spread of \nthe illness, Chinese authorities have announced the cancellation of \npublic religious festivals and prayer ceremonies related to the holiday.\n <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, across Tibet, most religious sites have been asked to \ncancel group gatherings. In Qinghai province, authorities announced the <a href=\"http:\/\/epaper.tibet3.com\/qhrb\/html\/2020-01\/28\/content_620832.htm\" rel=\"noreferrer noopener\" target=\"_blank\">cancellation of all group religious activities<\/a> and also asked the religious community not to \u201cbelieve in rumors, do not spread rumors.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the threat of coronavirus is no doubt a concern, the Chinese \ngovernment has used every excuse in the past to stop Tibetans from \ntaking part in their traditional religious and cultural celebrations. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The arrival of coronavirus in Tibet also comes weeks before the \nanniversary of the March 10 Uprising in 1959, as well as the mass \nprotests in Tibet on the same date in 2008. Every year since 2008, the \nTibet Autonomous Region has been closed to tourists for at least one \nmonth around this time, with the <a href=\"https:\/\/savetibet.org\/china-bans-foreigners-from-visiting-tibet-autonomous-region-until-april\/\" rel=\"noreferrer noopener\" target=\"_blank\">closure in 2019 lasting from January 30 until April 1<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the first confirmed case of coronavirus in Lhasa, TAR officials <a href=\"http:\/\/www.xinhuanet.com\/english\/2020-02\/01\/c_138747548.htm\" rel=\"noreferrer noopener\" target=\"_blank\">asked people not to come to the region until the epidemic was under control<\/a>, with <a href=\"http:\/\/www.xinhuanet.com\/english\/2020-02\/01\/c_138747548.htm\" rel=\"noreferrer noopener\" target=\"_blank\">one expert<\/a>\n reasoning that patients infected by the novel coronavirus will suffer \nfrom much more severe symptoms in Tibet on account of the low level of \noxygen in the air. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Imprisoned for spreading rumors\u2014or offering prayers<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">In Tibet and elsewhere, Chinese authorities have <a href=\"http:\/\/www.xznqnews.com\/news\/nqyw\/202002\/t20200205_2898622.html\" rel=\"noreferrer noopener\" target=\"_blank\">warned of severe consequences<\/a> of several years in prison for anyone who circulates \u201crumors\u201d about coronavirus. The TAR Internet Information Office issued a <a href=\"http:\/\/www.xizang.gov.cn\/xwzx_406\/bmkx\/202002\/t20200213_132233.html\" rel=\"noreferrer noopener\" target=\"_blank\">seven-point circular<\/a>\n on online posting. Point 1 forbid people from posting information \u201cthat\n endangers national security, undermines national unity, subverts state \npower, or overturns the socialist system, or incites ethnic hatred, \nethnic discrimination, and undermines national unity by means of rumors \nand incitement to libel\u201d. Point 2 said, \u201cIt is strictly forbidden to \nspread statements that attack the party\u2019s religious policies on the \ninformation network, promote religious extremism and separatist ideas, \nincite the masses to dissatisfaction with the party and the government, \norganize mass incidents in series, and use the network to spread \ninformation about cults and feudal superstitions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Tibet Commercial Daily, a state media outlet, officials said that:\n \u201cAt this time, malicious fabrication and spread of rumors will be \nseverely punished.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"http:\/\/www.xznqnews.com\/news\/nqyw\/202002\/t20200205_2898622.html\" rel=\"noreferrer noopener\" target=\"_blank\">same newspaper<\/a>\n said that on January 29, a netizen in Tibet named \u201cZhou\u201d posted a \nstatement saying that \u201cNgari [Chinese: Ali] has one case [of the virus]\u201d\n and that \u201cNo one in this pure land is safe.\u201d For these actions, Zhou \nwas punished with eight days of detention. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two users of WeChat, a popular social media platform, in Chentsa \n(Chinese: Jianzha) county in Malho, Qinghai province were investigated \nand found guilty of spreading a rumor about someone in the area having \nbeen infected with coronavirus, <a href=\"https:\/\/mp.weixin.qq.com\/s\/Avy6deja5G_rB_qOSg8QfQ\" rel=\"noreferrer noopener\" target=\"_blank\">according to a report in Tibetan by the website China Tibetan Netcom<\/a>. One of them was given five days in detention and the other was fined RMB 500.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to <a href=\"https:\/\/www.rfa.org\/english\/news\/tibet\/rumors-02102020164759.html\" rel=\"noreferrer noopener\" target=\"_blank\">Radio Free Asia<\/a>,\n a man named Tse in Tengchen (Dingqing) County was one of seven detained\n in Chamdo (Changdu) for posting a message on WeChat asking people to \nrecite a particular prayer 10 times and send the request on to 10 other \npeople to guard against infection. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">RFA quoted a state media outlet as saying that the man was punished with a term of administrative detention of seven days. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">RFA also reported that among the other six people detained was a man \nfrom Chamdo\u2019s Gonjo (Gongjue) county named Chen, who posted a comment \nonline on Jan. 29 saying that people from mainland China were secretly \narriving in the county. The man was accused of \u201ccausing panic among \nChamdo netizens\u201d by state media outlet the People\u2019s Daily, which \nreported that security officers immediately \u201cclarified the situation,\u201d \ntook Chen into custody and sentenced him to 10 days\u2019 detention and a \nfine of 500 yuan (about US $72).<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Putting the Party before health<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">In the campaign against the virus, Chinese propaganda in Tibet has \nhighlighted the role of police and security enforcement officers more \nthan that of  medical personnel who are on the frontline of the \nepidemic. <a href=\"https:\/\/ti.tibet3.com\/news\/tibet\/xz\/2020-02-13\/46136.html\" rel=\"noreferrer noopener\" target=\"_blank\">A report in Tibet Daily<\/a>\n on Feb. 13 said Chinese Communist Party organizations and members at \ndifferent levels displayed \u201ccourage in moving forward\u201d that equated the \n\u201csize of the problems and dangers\u201d they had to confront in their effort \nto help the people. That news report had the headline: \u201cTibet Region\u2019s \nParty cadres shoulder heavy responsibility and establish a firm fortress\n to control and prevent the epidemic.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chinese authorities have used their existing \u201cgrid management\u201d \nnetwork of thousands of CCP cadres in Tibet to enforce control and \nquarantine measures, taking every opportunity to ensure praise for the \nCommunist Party.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/secureservercdn.net\/198.71.233.163\/4vo.170.myftpupload.com\/wp-content\/uploads\/2020\/02\/coronavirus-600x315.jpg\" alt=\"\" class=\"wp-image-31908\"\/><figcaption><em>In  Chamdo, an area of the TAR which the Chinese authorities describe as  \u201cbattle-ready\u201d in terms of the political struggle against \u2018separatism\u2019,  medics convene with the red flag.<\/em><\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">In Shigatse (Rikaze) in the TAR, a \u201ccommando\u201d team of 865 party \ncadres pledged their loyalty to the fight \u201cfor the Party and the people\u201d\n under the red flag. Tibet Daily <a href=\"https:\/\/t.co\/KllpLUD4WJ?amp=1\" rel=\"noreferrer noopener\" target=\"_blank\">stated<\/a> that the party cadres were, \u201cFighting for Communism for life, ready to sacrifice everything for the Party and the people.\u201d<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Emphasis on stability maintenance and compliance<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Chinese officials have also used the campaign against the epidemic to\n focus on the need for stability maintenance. Ding Yexian, executive \ndeputy party secretary of the TAR, visited the monasteries of Drepung, \nSera, Ramoche and Jokhang in Lhasa last week to review the situation. In\n his <a href=\"https:\/\/ti.tibet3.com\/news\/tibet\/xz\/2020-02-10\/45996.html\" rel=\"noreferrer noopener\" target=\"_blank\">remarks<\/a>\n he told monastic authorities that the TAR was at a critical stage in \nthe prevention of the epidemic and also at a critical stage in stability\n maintenance. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to state media, Ding said at a meeting about combating the \nvirus that: \u201cWe must lay a solid foundation to leverage the role of \ngrassroots party cadres and organizations as battle fortresses and \nvanguards to fight against social stability maintenance and coronavirus \nwith the Party flag raised high in the frontlines of the struggle. We \nshould work on prevention and control work of coronavirus and social \nstability maintenance as a whole, and jointly prevent an control the \nongoing coronavirus and stability risk to build a strong iron wall of \nsocial stability maintenance and fight against the coronavirus epidemic \nin Tibet.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even as the coronavirus outbreak ravages the country, the CCP\u2019s focus\n on Tibet\u2019s border, which is regarded as crucial for the \u201cstability\u201d of \nall of China, has been strengthened. The Tibet Military Region recently \nheld its first award ceremony for \u201cmodel border stabilization.\u201d A \nceremony on maintaining an \u201ciron faith\u201d in the government\u2019s mission to \nsecure the borders <a href=\"http:\/\/www.xizangrd.gov.cn\/Articles\/16693-1.htm\" rel=\"noreferrer noopener\" target=\"_blank\">was broadcast on Jan. 25<\/a>\n to tens of thousands of troops across the TAR, with soldiers singing a \n\u201cbattle song\u201d indicating \u201cthe heroic spirit of the military troops in \nthe snow-land.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the major problem of coronavirus, <a href=\"http:\/\/epaper.chinatibetnews.com\/fzb\/202001\/24\/content_12781.html\" rel=\"noreferrer noopener\" target=\"_blank\">Tibet Daily on Jan. 24<\/a>\n reported that officials went ahead with a new campaign described as a \n\u201cmillion police entering 10 million homes,\u201d which includes \u201cvisiting the\n people, resolving people\u2019s concerns, resolving conflicts, preventing \nrisks, investigating problems and controlling chaos.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An example of the integration authorities seek between civilians and \nthe security apparatus and military, the new campaign involves \norganizing \u201call grassroots units of the \u2026 police into the community, \ninto the pastoral areas, into the scenic areas, into the temples\u201d \nensuring that they are in \u201cclose contact\u201d \u201cwith the masses.\u201d<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Tibetans\u2019 empathy for coronavirus victims<\/h4>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img fetchpriority=\"high\" decoding=\"async\" src=\"https:\/\/secureservercdn.net\/198.71.233.163\/4vo.170.myftpupload.com\/wp-content\/uploads\/2020\/02\/Minyak-Pel-Lhagang-Monastery-Coronavirus-fund.jpg\" alt=\"\" class=\"wp-image-31909\" width=\"506\" height=\"506\"\/><figcaption><em>Monks  of Minyak Pel Lhagang Monastery in Dhartsedo, Kham, in eastern Tibet.  The words in Tibetan says they contributed RMB130,000 as a gesture of  solidarity with those in Wuhan and Tawu affected by the epidemic.<\/em><\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the Chinese government using coronavirus to further its \ncrackdown on Tibetans\u2019 freedoms, Tibetans themselves have responded to \nthe outbreak with compassion and concern.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Photos have been circulating on social media about donations by \nseveral Tibetan monasteries to Coronavirus prevention inititiatives. For\n example, Kumbum monastery <a href=\"https:\/\/www.phayul.com\/2020\/02\/06\/42560\/\" rel=\"noreferrer noopener\" target=\"_blank\">donated 1 million yuan to Wuhan<\/a>,\n the city where the outbreak began, to help with the purchase of \nnecessary items like facemasks and goggles.
