{"id":12386,"date":"2020-01-28T00:00:00","date_gmt":"2020-01-27T23:00:00","guid":{"rendered":"https:\/\/savetibet.nl\/nieuws\/us-house-of-representatives-passes-tibetan-policy-and-support-act\/"},"modified":"2020-01-28T00:00:00","modified_gmt":"2020-01-27T23:00:00","slug":"us-house-of-representatives-passes-tibetan-policy-and-support-act","status":"publish","type":"nieuws","link":"https:\/\/savetibet.nl\/en\/news\/us-house-of-representatives-passes-tibetan-policy-and-support-act\/","title":{"rendered":"US House of Representatives passes Tibetan Policy and Support Act"},"content":{"rendered":"\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/savetibet.nl\/wp-content\/uploads\/real-final-vote-890x467.png\" alt=\"\" class=\"wp-image-9956\"\/><figcaption><em>The final House vote on the Tibetan Policy and Support Act.<\/em><\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The Tibetan Policy and Support Act (TPSA) is now halfway through the US Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, the House of Representatives voted overwhelmingly to approve the bill, a comprehensive piece of legislation that will <a href=\"https:\/\/savetibet.org\/why-tibet\/tibet-support-act\/\">dramatically upgrade US political and humanitarian support for Tibetans<\/a>, including the sanctioning of Chinese officials for interfering in the Dalai Lama\u2019s succession.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The TPSA focus will now move to the Senate, where it was introduced \nby Sens. Marco Rubio (R-Fla.) and Ben Cardin (D-MD). Rep. James McGovern\n (D-Mass.) introduced the bill in the House co-sponsored by Rep. Chris \nSmith (R-NJ).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The success of the TPSA has been aided by Tibetan Americans and Tibet\n supporters, including members of the International Campaign for Tibet, \nwho\u2019ve sent more than 12,000 messages so far to their members of \nCongress asking them to support the bill. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">What the bill does<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The TPSA represents a major update to US policy on Tibet. Building on the landmark Tibetan Policy Act of 2002, it will:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Make it official US policy that the selection of <a href=\"https:\/\/savetibet.org\/why-tibet\/tibetan-buddhism\/\">Tibetan Buddhist<\/a>\n leaders, including a future Dalai Lama, should follow the desires of \nthe Tibetan Buddhist community and the instructions of the <a href=\"https:\/\/savetibet.org\/why-tibet\/his-holiness-the-dalai-lama\/\">current Dalai Lama<\/a> without interference from the Chinese government<\/li><li>Sanction Chinese officials who attempt to appoint their own Dalai \nLama in the future. These sanctions could include having their assets \nfrozen and entry to the US denied. The State Department will also have \nto work at the international level to build support for Tibetan \nBuddhists\u2019 freedom to choose their own leaders without government \ninterference<\/li><li>Forbid China from opening a new consulate in the US until a US consulate is <a href=\"https:\/\/savetibet.org\/why-tibet\/reciprocity\/\">allowed in Lhasa<\/a>, Tibet\u2019s capital<\/li><li>Address <a href=\"https:\/\/savetibet.org\/why-tibet\/tibetan-environment\/\">water security and environmental issues<\/a> in Tibet, which is warming at nearly three times the global average and provides water to more than 1 billion people in Asia<\/li><li>Formalize funding for humanitarian projects for Tibetans living in Tibet and in exile until at least 2025<\/li><li>Commend the Dalai Lama and Tibetans in exile for adopting a democratic system of government<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/secureservercdn.net\/198.71.233.163\/4vo.170.myftpupload.com\/wp-content\/uploads\/2020\/01\/BILLS-116-HR4331-E000179-Amdt-95.pdf\" rel=\"noreferrer noopener\" target=\"_blank\"><strong>Read the text of the bill \u00bb<\/strong><\/a><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">What\u2019s next<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate version of TPSA is before its Committee on Foreign Relations for approval. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After that, the bill needs to be passed by the entire Senate. After \nthe House and the Senate versions are reconciled, if the need arises, it\n will be sent to President Trump to be signed and become law.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Lobby for Tibet!<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Tibetan Americans and other Tibet supporters will advocate for the  bill during the International Campaign for Tibet\u2019s Tibet Lobby Day 2020,  March 23-24. The event will bring participants to Capitol Hill and to  Congressional offices across the country to lobby their Senators to pass  the TPSA. The participants will also urge members of Congress to demand  reciprocal access to Tibet and to help protect Tibet\u2019s environment.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Quotes from today\u2019s vote<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>House Speaker Nancy Pelosi (D-Calif.):<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cToday, the House is taking action to update and \nstrengthen that Policy Act to address these growing threats. We are \nsupporting the Tibetan people\u2019s right to religious freedom and genuine \nautonomy by formally establishing a US policy that the Tibetan Buddhist \ncommunity has the exclusive right to choose its religious leaders, \nincluding the 15th Dalai lama. imagine the Chinese government should \nthink they should be choosing the next Dalai Lama of the Tibetan \nBuddhists. We are sending Beijing a clear signal they will be held \naccountable for interfering in Tibet\u2019s religious and cultural affairs, \nmaking clear that Chinese officials who meddle in the process in \nrecognizing the new Dalai lama will be subject to targeted sanctions, \nincluding those in the Global Magnitsky act. We are protecting china\u2019s \nenvironmental \u2014 excuse me \u2014 we\u2019re protecting Tibet, which is in china. \nWe are protecting Tibet\u2019s environmental and cultural rights, working \nwith international governments and the business community to ensure that\n self-sufficiency of the Tibetan people, to protect the environment and \nwater resources of the Tibetan plateau. This is really very important to\n sustainability of our planet. This legislation also deploys American \ndiplomatic weight to encourage a genuine dialogue between Tibetan \nleaders and Beijing. It\u2019s unacceptable that the Chinese government still\n refuses to enter into a dialogue with Tibetan leaders. The Congress \nwill and must continue to take action to hold china accountable.\u201d<\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Rep. James McGovern (D-Mass.), who introduced the Tibetan Policy and Support Act:<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cIt is essential that US policy toward Tibet be updated \nand strengthened, and the bill we are considering today would establish \nas US policy that the succession or reincarnation of Tibetan Buddhist \nleaders, including a future 15th Dalai Lama, is an exclusively religious\n matter that should be decided solely by the Tibetan Buddhist community;\n send a clear message that Chinese officials who interfere in the \nsuccession or reincarnation process will be subject to targeted \nfinancial, economic and visa-related sanctions, including those \ncontained in the Global Magnitsky Act; strengthen the role of the State \nDepartment\u2019s special coordinator for Tibetan issues by including a \nmandate to work multilaterally to promote a genuine dialogue; mandate \nthat no new Chinese consulate should be established in the United States\n until a US consulate is established in Tibet\u2019s historical capital of \nLhasa; direct the State Department to begin collaborative, multinational\n efforts to protect the environment and water resources of the Tibetan \nPlateau; and support democratic governance in the Tibetan exile \ncommunity\u2026Standing together, the American people will remain steadfast \npartners of the Tibetan people.\u201d <\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Rep. The Tibetan \nPlateau is home to 10 major Asian river systems feeding 10 different \nAsian states, and these resources are being threatened by large-scale \nhydroelectric projects. These rivers are of immense importance to the \nlivelihoods of not only Tibetan communities but also the nearly 2 \nbillion people in South and East Asia. I urge all members to join me in \nsupporting this very good measure to continue underscoring our support \nfor the Tibetan people.\u201d<\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Rep. Re-education, surveillance methods\n pioneered in Tibet are being used to target the Uyghurs in Xinjiang, \nwhere the Chinese government has created a surveillance state unlike \nanything the world has seen. The Chinese communist party\u2019s repugnant \ncampaign to destroy the cultural and religious identities of Tibetans \nand Uyghurs requires more than just words of condemnation. We must stand\n up to any country that restricts individual liberty and religious \nfreedom.\u201d<\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Del. Eleanor Holmes Norton (D-D.C.):<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cThe Dalai Lama and his people have nothing to fight with\n except their own nonviolent determination and willingness of free \npeople everywhere to raise their voices. As the CCP continues to undermine Tibetan\u2019s human rights\n &amp; autonomy, Rubio reaffirms his commitment of standing w\/ the \npeople of #Tibet.\u201d<\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Matteo Mecacci, president of the International Campaign for Tibet:<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cBy passing the Tibetan Policy and Support Act today, the\n House is sending another clear message to Beijing that US support for \nTibet is getting stronger and more institutionalized and will not waver \ndespite China\u2019s bullying tactics. We look forward to this bill passing \nthe Senate next and to it becoming law. As the US continues to address \neconomic concerns with China, the call for preventing China from \ninterfering in the selection of the next Dalai Lama and for finding a \npolitical solution that would address the legitimate grievances of the \nTibetan people is not going away. Last year, a strong bipartisan \ncoalition of lawmakers passed the <a href=\"https:\/\/savetibet.org\/why-tibet\/reciprocity\/\">Reciprocal Access to Tibet Act<\/a>\u2014which\n was then signed into law by President Trump\u2014a bill that pushes for \nunrestricted and reciprocal access to Tibet for US journalists, \ndiplomats and ordinary citizens, with the goal of ending the \ndecades-long isolation imposed on Tibet by Beijing.
