The \nfocus of the meetings was religion and poverty alleviation and China\u2019s \nstruggle against the Dalai Lama and his \u201cDalai clique\u201d of supporters.<\/li><li>A former official in charge of Tibet issue in the United Front Work \nDepartment said the work in Tibet Autonomous Region (TAR) provided a \ngood example for Xinjiang (known to Uyghurs as East Turkestan), where \nChina has been accused of mass internment of Uyghurs.<\/li><li>Just before the Two Sessions, China\u2019s People\u2019s Liberation Army (PLA)\n carried out a major military exercise in Tibet early in the new year, \nin a disproportionate show of force that deployed new weapons to test \n\u201ccombat capability\u201d in Tibet.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Religion, poverty alleviation and the struggle against separatism are\n the main areas of focus of the ongoing \u201cTwo Sessions\u201d meetings in Lhasa\n of the regional Political Consultative Conference (PCC) and the \nPeople\u2019s Congress (PC), which began on Jan.6 and 7 respectively.  Such \nmeetings of the two bodies at the provincial level are held in the \nPeople\u2019s Republic of China (PRC) annually before the national-level \nconference that takes place in Beijing in March. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lobsang Gyaltsen, the chairman of the TAR People\u2019s Congress <a href=\"http:\/\/xizang.news.cn\/shizhengfalv\/2020-01\/08\/c_138687281.htm\" rel=\"noreferrer noopener\" target=\"_blank\"> spoke at a PCC session on religion<\/a>\n on Jan. 6, asking participants to struggle against \u201cseparatist and \ndestructive activities.\u201d He further told them to expose and counter \u201cthe\n 14th Dalai and the Dalai Clique as being politically reactionary in \nnature, religiously misleading in nature, and methodologically deceptive\n in nature.\u201d<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/savetibet.org\/wp-content\/uploads\/2020\/01\/Che-Dalha-and-Lobsang-Gyaltsen-600x355.jpg\" alt=\"\" class=\"wp-image-31327\"\/><figcaption><em>Photo  taken in January 2017 when Lobsang Gyaltsen (Right) and Che Dalha  (Left) assumed their current positions as Chair of the TAR People\u2019s  Congress and Government respectively.<\/em><\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The chairman of the TAR government, Che Dalha (Ch: Qi Zhala), is \nquoted by Chinese state media as saying in his report to the PC on Jan. \n7: \u201cAbsolute poverty has been basically eradicated (in Tibet). We are \npoised to achieve the overall victory in the fight against poverty.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a session on Jan. 9, one judicial official <a href=\"http:\/\/epaper.chinatibetnews.com\/xzrb\/202001\/10\/content_9752.html\" rel=\"noreferrer noopener\" target=\"_blank\">stressed the need<\/a>\n to base all work on \u201cXi Jinping \u201cThought on Socialism with Chinese \nCharacteristics for a New Era\u201d\u2014the official doctrine of the ruling \nChinese Communist Party (CCP), named after current Chinese Chairman Xi \nJinping\u2014including his important expositions on border management, \nstability, and political and legal work as the foundation for all work. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In <a rel=\"noreferrer noopener\" href=\"http:\/\/www.globaltimes.cn\/content\/1176347.shtml\" target=\"_blank\">its report<\/a>  on the meetings, state media outlet Global Times includes a quote from  Zhu Weiqun, the former deputy head of the Central United Front Work  Department\u2014a major organ of the CCP\u2014and one of the most virulent critics  of the Dalai Lama.  In the quote, Zhu says relevant authorities and religious institutions  \u201chave severely cracked down on the separatist force hidden in  monasteries, and guided the patriotic and religious activities of Tibetan Buddhism for more than a decade, which have achieved good results.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Global Times also paraphrases a Tibetan monk as telling the meetings \nthat \u201cmonks should elaborate on the rules and doctrines of Tibetan \nBuddhism in line with the socialist society and social development.\u201d<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Tibet an example for Xinjiang<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Global Times also links the Tibetan issue with that of Xinjiang \n(known to the Uyghurs as East Turkestan). It paraphrases Zhu as saying \nthat \u201cThe success of religious work in Tibet has provided valuable \nexperience for Xinjiang and other parts of the country.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chen Quanguo, the CCP secretary in Xinjiang who helped create the system of mass internment, formerly <a href=\"https:\/\/savetibet.nl\/the-origin-of-the-xinjiang-model-in-tibet-under-chen-quanguo-securitizing-ethnicity-and-accelerating-assimilation\/\">held the same job in Tibet<\/a>. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Exercises by Tibet Military Command<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Demonstrating China\u2019s increasing militarization of the Tibetan Plateau, Chinese state television <a href=\"https:\/\/www.globaltimes.cn\/content\/1175750.shtml\" rel=\"noreferrer noopener\" target=\"_blank\">showed footage<\/a>\n of the Chinese People\u2019s Liberation Army\u2019s (PLA\u2019s) Tibet Military \nCommand deploying helicopters, armored vehicles, heavy artillery and \nanti-aircraft missiles from the Tibetan capital of Lhasa to the border \nareas for \u201cNew Year exercises\u201d. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new weapons displayed, a tank and a howitzer (a type of cannon), \nwere featured in the National Day military parade in Beijing on Oct. 1. \nAccording to state media outlet <a href=\"https:\/\/www.globaltimes.cn\/content\/1175750.shtml\" rel=\"noreferrer noopener\" target=\"_blank\">Global Times<\/a>,\n \u201cBoth weapons feature powerful engines, enabling them to maneuver \nefficiently in Tibet\u2019s terrains. [\u2026] Heavier hostile weapons cannot \nreach the oxygen-depleted border areas and if lighter they do not have \nenough firepower.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Global Times report says the weapons\u2019 deployment in Tibet would \u201cenhance PLA combat capability in plateau regions.\u201d<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Army leaders transferred<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">There was also a change in personnel in Tibet\u2019s PLA reported this week by Chinese media network <a href=\"http:\/\/china.caixin.com\/2020-01-06\/101501452.htm\" rel=\"noreferrer noopener\" target=\"_blank\">Caixin<\/a>,\n with two key figures in military command transferred from the TAR: Gen.\n Xu Yong, commander of the Tibet Military Region, and Major Gen. Zhang \nXiyuan, deputy political commissar of the Military Region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No further information was available about the reasons for their transfers or their new locations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The International Campaign for Tibet has <a href=\"https:\/\/savetibet.nl\/inside-tibet-report-alignment-of-xinjiang-tibet-security-forces-underline-chinas-lockdown-policies-for-tibetans-and-uyghurs\/\">monitored increasing cooperation<\/a> between troops in Xinjiang and Tibet, who train together in high-altitude gyms, and hold joint military drills.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The provincial-level \u201cTwo Sessions\u201d meetings of the Chinese  government were held this week in the Tibetan capital of Lhasa.
