As schools in the Tibetan capital of Lhasa began their winter \nvacations this week, parents received orders saying their students \ncannot be involved in any religious activities during the break.<\/p>\n\n\n\n

In one such directive dated Dec. 31, 2019 and sent by Lhasa Chengguan\n Haicheng Elementary School, parents are told that it is the order of \nthe Education Department that during the winter vacation, their students\n cannot participate in any religious activities, nor can the parents \ntake them to faraway places. It says parents will be responsible for any\n consequences that result.<\/p>\n\n\n\n

The announcement had seven points:<\/p>\n\n\n\n

1. All aspects of your child\u2019s performance this semester\n have been noted in the \u201cquality report book\u201d which has been issued to \nyou. Please consult it, and after comprehensively evaluating it fill in\n your parental opinion in the \u201cparent comment box.\u201d<\/p>

2. In accordance with the actual situation in class, make \nappropriate arrangements for homework in each subject. It is hoped that\n parents will follow the teachers request for students to properly \ncomplete the assignments, and at the same time carry out a preview.<\/p>

3. Arrange daily schedules, and allow them to frequently watch \nchildren\u2019s shows, educational shows, \u201cMan and Nature,\u201d and news shows \nconcerning national affairs. Cultivate their interests, and strengthen \ntheir awareness of helping parents and the elderly around the house.<\/p>

4. Guide students to participate in life experience activities, and \naccording to the different requirements they should complete essays and \nexperiences.<\/p>

5. Parents should press the requirements of the Four Forbiddens (it \nis forbidden to go down to the river to skate on the ice, it is \nforbidden to enter internet cafes and other entertainment venues, it is \nforbidden to carry dangerous items such as knives, and it is forbidden \nto go out alone), strictly educating and monitoring the behavior of \ntheir children, guaranteeing the safe lives of their children.<\/p>

6. Parents must strictly enforce the \u201cSchool Work Plan for the \nPrevention and Control of Infectious Diseases,\u201d and do well with disease\n prevention.<\/p>

7. Students are not allowed to participate in any form of religious \nactivity during the break, and in principle long-distance travel with \nstudents is not allowed. In the event of an accident, all consequences \nare the responsibility of the parents.<\/p><\/blockquote>\n\n\n\n

Prohibitions on children\u2019s participation in religious activities in Tibet were also announced during the previous summer<\/a> and winter<\/a> vacations in 2018 and 2019.<\/p>\n\n\n\n

Additionally, Radio Free Asia reported that in May 2018, Chinese authorities in Tibet\u2019s Chamdo (Chinese: Changdu) city ordered Tibetan students and their parents to avoid religious gatherings and festivals<\/a>\n during the Buddhist holy month of Saga Dawa (the fourth month that \nmarks the anniversary of the Buddha\u2019s conception, enlightenment and \ndeath), threatening them with unspecified punishment if they were caught\n ignoring the ban.<\/p>\n\n\n\n

The International Campaign for Tibet maintains that by banning schoolchildren from religious activities, Chinese authorities are infringing upon basic principles of freedom of religion, as set out in the Universal Declaration of Human Rights\u2013which China agreed to\u2014and the Convention on the Rights of the Child, which China ratified in 1992. A state simply cannot ban children from religious activities.<\/p>\n\n\n\n
