{"id":12373,"date":"2019-12-23T00:00:00","date_gmt":"2019-12-22T23:00:00","guid":{"rendered":"https:\/\/savetibet.nl\/nieuws\/new-defense-villages-and-infrastructure-being-built-on-tibets-border\/"},"modified":"2019-12-23T00:00:00","modified_gmt":"2019-12-22T23:00:00","slug":"new-defense-villages-and-infrastructure-being-built-on-tibets-border","status":"publish","type":"nieuws","link":"https:\/\/savetibet.nl\/en\/news\/new-defense-villages-and-infrastructure-being-built-on-tibets-border\/","title":{"rendered":"New \u2018defense\u2019 villages and infrastructure being built on Tibet\u2019s border"},"content":{"rendered":"\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/savetibet.nl\/wp-content\/uploads\/Demchog-village-xiaokang-1200-890x467.jpg\" alt=\"\" class=\"wp-image-9904\"\/><figcaption><em>Image from the Chinese state media showing a family moving into a house in Demchog, a new \u201cxiaogang\u201d border defense village, in August, 2019.<\/em><\/figcaption><\/figure><\/div>\n\n\n\n<ul class=\"text-box wp-block-list\"><li>China has accelerated construction of \u201cborder defense villages\u201d in \nTibet this year as part of the far-reaching agenda of Chinese Chairman \nXi Jinping to create an advanced, impenetrable \u201csecurity barrier\u201d \nbetween Tibet and the outside world.<\/li><li>Chinese Communist Party (CCP) cadres will be stationed in the new \nborder villages with the aim of countering \u201cinfiltration\u201d by \u201chostile \nforces,\u201d such as Tibetans loyal to the Dalai Lama, and ensuring \ncompliance with CCP objectives. Relatedly, monks and nuns have been \ngiven training in countering the influence of the Dalai Lama, the \nspiritual leader of their Tibetan Buddhist faith.<\/li><li>A major tunnel and bridge have just been completed on the railway \nunder construction from Tibet\u2019s capital of Lhasa to the Chinese province\n of Sichuan. The railway is of key strategic importance to China and \nclose to the border with India. <\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Wu Yingjie, the CCP chief of the Tibet Autonomous Region (TAR), has  said that \u201cTibet is a special frontier ethnic region\u201d and \u201can important  national security and ecological security barrier.\u201d<sup>[1]<\/sup>   Wu\u2019s comment reflects Chinese authorities\u2019 increasing emphasis on  infrastructure development and militarization on the borders of Tibet,  as outlined by Chairman Xi Jinping when he said, \u201cTo govern the country  well we must first govern the frontiers well, and to govern the  frontiers well, we must first ensure stability in Tibet.\u201d<sup>[2]<\/sup>  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tibet, a historically independent country in the Himalayan region, was annexed by Chinese troops 60 years ago and is brutally occupied to this day. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the \u201cPlan for the Construction of Well-off Villages in  the Border Areas of the Tibet Autonomous Region (2017-2020),\u201d issued in  2017, more than 600 \u201cwell-off\u201d (Chinese: xiaokang) border defense  villages will be constructed.<sup>[3]<\/sup> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the celebrations marking the 70th anniversary  of the founding of the People\u2019s Republic of China in October 2019,  Wu\u2014who also heads the Border Defense Committee of the TAR\u2014announced the  acceleration of construction of the border villages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Chinese state media, the plan is to construct 624 such villages in Tibetan border areas.<sup>[4]<\/sup>  Most of the construction is taking place in the key border areas of  Nyingtri (Ch: Linzhi, also rendered in English by Chinese sources as  Nyingchi)\u2014which borders India\u2019s Arunachal Pradesh state\u2014Ngari (Ch: Ali)  and Shigatse (Ch: Rikaze)<sup>[5]<\/sup>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sites of the new \u201cwell-off,\u201d border defense villages are often \nremote and sparsely populated and are on the routes that Tibetans once \ntook to escape into exile into Nepal and then India. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Systematic ideological campaigns aim to reinforce message <\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">CCP cadres, paid more than their counterparts elsewhere,<sup>[6]<\/sup>  will be transferred to each village and there have been intensive  political education sessions in border areas as part of their efforts to  undermine and eliminate the Dalai Lama\u2019s influence, such as the  training of monks in Nyingtri, on countering \u201cespionage activities by  the Dalai Lama\u201d. The Global Times cited Penpa Lhamo, deputy head of the  contemporary studies institute of the Tibet Academy of Sciences, as  saying that this was important because: \u201cNyingchi is of special  importance to anti-espionage efforts because there are many military  sites.\u201d<sup>[7]<\/sup> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The infrastructure closest to the actual border is described as  \u201cfirst line\u201d construction. A state media report said there were 427  \u201cwell-off border villages\u201d situated in the \u201cfirst line\u201d and 201 in the  \u201csecond line.\u201d<sup>[8]<\/sup>  The same state media report acknowledged that Tibetans have been  forcibly relocated and resettled in the construction of the border  village. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Talking about a new model village called Demchog (Ch: Dianjiao) in  Gar county near the Indian border in the western Tibetan region of  Ngari, Zhu Hong, head of the organization department of the Gar County  Committee, said: \u201cOur goal is to build Demchog Village into a  party-building position and an indestructible battle fortress led by  demonstrations on the border, keep the gate for the motherland, let the  people live in peace, and make everyone a guardian of sacred land and  happiness.\u201d<sup>[9]<\/sup> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new developments were also heralded in a letter Xi sent to two  sisters from a herding family in a remote Tibetan area close to the  border soon after the 19th Communist Party Congress in Beijing in 2017.  Xi encouraged the family \u201cto set down roots in the border area,  safeguard the Chinese territory and develop their hometown,\u201d according  to state news agency Xinhua.<sup>[10]<\/sup> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The enthusiastic promotion of the new border villages seems at least \nin part intended to demonstrate and underline the loyalty of leaders and\n officials in Tibetan areas to the CPC leadership. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new settlements and infrastructure also underline the core policy  of military and civilian integration in Tibet, a priority of the CCP.  Analysts have pointed out that the role of People\u2019s Liberation Army  (PLA) political commissars has been expanded to include research across  the border into India while Party officials posted in \u201cborder defence  villages\u201d are also involved in political work, building relationships  and influence on the Indian and Nepalese sides of the border.<sup>[11]<\/sup>  <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">New bridge, tunnel and airports in strategic infrastructure network at the border<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Chinese state media also announced the completion of a bridge and \ntunnel last month on the strategically important Lhasa to Nyingtri \nsection of the \u201cSichuan-Tibet\u201d railway, which Chinese engineers have \ndescribed as the \u201cworld\u2019s riskiest\u201d rail connection. The route is of key\n geopolitical significance, and despite scientists\u2019 warnings of untold \nenvironmental consequences and risks of earthquakes and other disasters,\n it is considered a priority at the highest political levels in China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Xi has emphasized the Chengdu-Lhasa rail link\u2019s importance in  relation to securing the border. In November, workers completed the  joining of the Bayul Bridge for the railway across the Yarlung Tsangpo  River (which is the upper reaches of the Brahmaputra River).<sup>[12]<\/sup> They also completed the 13,073 meter Bayul Tunnel.<sup>[13]<\/sup>  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Lhasa-Nyingtri section of the line is part of a second, 1,700-km  rail route linking Tibet to the China (following the opening of the line  from Golmud in Qinghai in 2006), connecting Lhasa to the Sichuan  provincial capital of Chengdu. Tian Yun, director of the China Society  of Macroeconomics Research Center, said: \u201cWhen the railway is completed,  it will be easier to ensure the security of the Tibet Autonomous Region  by logistics from Sichuan.\u201d<sup>[14]<\/sup> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The  Chinese government also announced that it will start  construction of three new airports in the TAR in 2019 (in addition to  the five that are currently there).<sup>[15]<\/sup> China has announced that its airports are being integrated both for civilian and military uses.<sup>[16]<\/sup>  At the ceremony announcing the new airports, the Commander of the Tibet  Military District and three other PLA officers were present, indicating  the airports\u2019 military importance.<sup>[17]<\/sup>  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two of the new airports are located in Lhokha (Ch: Shannan), north of  Tawang, Arunachal Pradesh in India, and in Purang (Ch: Burang) in Ngari  near the trijunction of Nepal, Tibet and India.
