{"id":12364,"date":"2019-12-03T00:00:00","date_gmt":"2019-12-02T23:00:00","guid":{"rendered":"https:\/\/savetibet.nl\/nieuws\/ict-calls-on-china-to-allow-tibetans-to-learn-in-their-mother-tongue-at-un-forum-on-minorities\/"},"modified":"2019-12-03T00:00:00","modified_gmt":"2019-12-02T23:00:00","slug":"ict-calls-on-china-to-allow-tibetans-to-learn-in-their-mother-tongue-at-un-forum-on-minorities","status":"publish","type":"nieuws","link":"https:\/\/savetibet.nl\/en\/news\/ict-calls-on-china-to-allow-tibetans-to-learn-in-their-mother-tongue-at-un-forum-on-minorities\/","title":{"rendered":"ICT calls on China to allow Tibetans to learn in their mother tongue at UN Forum on Minorities"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In a statement delivered last week at the 12th Forum on Minority \nIssues taking place in Geneva on the theme \u201cEducation, Language and the \nHuman Rights of Minorities,\u201d ICT highlighted the difficulties that \nTibetans in China face to learn in their mother tongue, and the negative\n human rights impacts of Tibetan language discrimination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<em>The lack of possibilities for Tibetans to study in their mother  tongue places them at an educational and economic disadvantage,<\/em>\u201d said  ICT\u2019s Policy and Advocacy officer M\u00e9lanie Blondelle, who delivered the  statement. \u201c<em>Native-language instruction leads to higher academic  performance, which can better equip Tibetan students when competing with  Han students for tertiary and career opportunities. The devaluation of  the Tibetan language is also a clear violation of their cultural rights,  as the Tibetan language \u2013 one of Asia\u2019s four oldest and most original  languages \u2013 is fundamental to Tibetan identity, culture and religion.<\/em>\u201d<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img fetchpriority=\"high\" decoding=\"async\" src=\"https:\/\/savetibet.org\/wp-content\/uploads\/2019\/12\/MB-600x553.jpg\" alt=\"\" class=\"wp-image-31026\" width=\"545\" height=\"502\"\/><figcaption><em>ICT  Brussels\u2019 Policy and Advocacy Officer M\u00e9lanie Blondelle in Room XX of  the Palais des Nations in Geneva, where the Forum takes place.<\/em><\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Blondelle also highlighted the severe consequences facing Tibetans \nadvocating Tibetan language education \u2013 citing the case of Tashi \nWangchuk. She called on the Chinese government to adopt a \u201cgenuine and \nlegally consistent minority education policy\u201d that  provides financial \nsupport for Tibetan textbook translation, bilingual teacher training, \nculturally and regionally defined curricula, and viable career pathways \nfor minority-language graduates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since 2008, the UN Minority Forum has been held every year. The Forum\n aims to provide a platform for promoting dialogue and cooperation on \nissues pertaining to national or ethnic, religious and linguistic \nminorities. This year\u2019s session was attended by over 600 participants \nfrom all over the world, including minority representatives, academics \nand experts, states, NGOs and UN bodies and agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Forum\u2019s recommendations will be compiled in a report, which will \nbe presented by the UN Special Rapporteur on minority issues at the 43rd\n session of the Human Rights Council in March 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following is the full text of ICT\u2019s statement at the Forum:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img decoding=\"async\" src=\"https:\/\/savetibet.org\/wp-content\/uploads\/2018\/05\/logo-facebook-default-bk-600x315.jpg\" alt=\"\" class=\"wp-image-23827\" width=\"350\" height=\"183\"\/><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>12th Session of the Forum on Minority Issues<br>\n28-29 November 2019 \u2013 Geneva<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Item 3: Public policy objectives for education in, and the teaching of, minority languages<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Statement by the International Campaign for Tibet<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Ladies and Gentlemen, <\/p><p>I am speaking on behalf of the International Campaign for Tibet to  draw the Forum\u2019s attention to the difficulties that Tibetans in the  People\u2019s Republic of China face to learn in their mother tongue. I also  want to highlight the negative human rights impacts of Tibetan language  discrimination.<\/p><p>In recent years, due to the increasingly assimilationist policies  implemented by the Chinese authorities to safeguard \u201cnational unity and  harmonious society\u201d, the Tibetan language has been significantly  marginalized with Tibetan-medium instruction drastically downgraded in  favor of Chinese-medium instruction.<\/p><p>Today, while primary-level classes are taught in Tibetan in many  Tibetan areas, instruction at secondary, tertiary and vocational levels  are in Mandarin in all subjects other than Tibetan language classes.<sup>[1]<\/sup>  Informal Tibetan language classes offered by small private groups or  monasteries have also been the target of state control. In December  2018, the Qinghai Nangchen county government published a notice banning  language classes in monasteries over the winter break, describing them  as \u201cideological infiltration amongst the youth\u201d and a form of disguised  political opposition to the government.\u201d<sup>[2]<\/sup>  Our research has also identified a serious lack of funding and  institutional support for producing Tibetan-language learning materials  and bilingual teacher training courses.<\/p><p>Despite stipulations and rules that \u201cmake clear that equal attention  be given to Tibetan and Han-Chinese languages in the Tibet Autonomous  Region, with the Tibetan language as the major one,\u201d<sup>[3]<\/sup>  the lack of possibilities for Tibetans to study in their mother tongue  places them at an educational and economic disadvantage. China\u2019s Constitution and Law on  Regional National Autonomy in fact recognizes the right of ethnic  minority groups to use and develop their own language. <\/p><p>Despite these legal protections, Tibetans who express concerns about  Chinese language policies are accused of \u201cinciting separatism\u201d and face  severe consequences. A prominent example is that of Tashi Wangchuk, a  businessman from Yushu, Qinghai, who was sentenced to 5 years in prison  in May 2018 for his advocacy for Tibetan-language education.<sup>[4]<\/sup>  More recently, Sonam Palden, a 22-year-old monk was detained in Ngaba  County town and has been held incommunicado since 19 September for  posting critical views of China\u2019s language policy on his WeChat account.<sup>[5]<\/sup><\/p><p>Given these developments, there is reason for grave concern about the  future of the Tibetan language, with particular respect to the  protection of the right of Tibetans to use their own language in legal,  administrative and judicial fields or in work environments, and their  right to ensure the survival of the Tibetan language for future  generations.<\/p><p>We would therefore like to call on China to adopt a genuine and  legally consistent minority education policy.
