\u201cSupport the Party\u2019s leadership, resolutely implement the [Chinese Communist] Party\u2019s line, line of approach, policies, and the guiding ideology of Tibet work in the new era; align ideologically, politically, and in action with the Party Central Committee; oppose any splittist tendencies; expose and criticize the Dalai Lama<\/a>; safeguard the unity of the motherland and ethnic unity and take a firm stand on political issues, taking a clear and distinct stand.\u201d[1]<\/sup><\/p><\/blockquote>\n\n\n\n These new requirements underscore how Tibetans are being forced to \nperform visible acts of loyalty to the Chinese state and to disavow any \nallegiance to the Dalai Lama, whom China forced into exile 60 years ago<\/a> and who has not been allowed to return to Tibet ever since.<\/p>\n\n\n\n The requirements for Tibetan graduates go far beyond the language in a general college graduate recruitment announcement<\/a>\n posted by the People\u2019s Republic of China\u2019s Ministry of Natural \nResources in 2019, which applies to people across China and says only \nthat applicants must \u201c[r]esolutely support the Party\u2019s line, principles,\n and policies, comply with the law, and behave properly.\u201d<\/p>\n\n\n\n The general announcement also refers to a \u201cqualification review\u201d \ncandidates will have to go through, stating that \u201ceach recruiting unit \nwill conduct qualification review in conjunction with the actual \nsituation and job requirements of the unit (the specific requirements of\n the job are subject to the explanation of each recruiting unit).\u201d<\/p>\n\n\n\n The TAR announcements<\/a>,\n in contrast, is more explicit and state that candidates also have to \npass a political review, and that those deemed insufficiently loyal to \nChina\u2019s authoritarian rule in Tibet may not be hired:<\/p>\n\n\n\n \u201cCandidates are required to fill out the \u20182019 Tibet \nAutonomous Region Political Examination Form for College Graduate \nRecruitment in Public Institutions,\u2019 and the local police station or \nwork unit will inspect the candidates. The unit or department \nresponsible for the political review inspection shall do a good job in \nexamining the political review work in a conscientious and responsible \nmanner, seek truth from facts, and sign an opinion and affix their \nofficial seal on the political review form. They must focus on examining\n candidates in regards to anti-separatism, safeguarding the unity of the\n motherland and ethnic unity, and other aspects of political \nperformance. Those who fail the political examination are not to be \nhired.\u201d<\/p><\/blockquote>\n\n\n\n The TAR announcements also reference a qualification review by the \npersonnel management office of the People\u2019s Social Welfare Department \nthat includes inspecting each candidate\u2019s graduation certificate, ID \ncard, household registration book (Chinese: hukou), political review \nform and other relevant documents.<\/p>\n\n\n\n The TAR announcements add that:<\/p>\n\n\n\n \u201cAfter review, if the candidate has failed the political \nexamination, doesn\u2019t meet the conditions for application, applied \ndishonestly, disobeyed organization rules, or has created or spread \nonline rumors, or has maliciously disseminated untrue statements, their \nqualifications will be cancelled.\u201d<\/p><\/blockquote>\n\n\n\n In contrast, the language used in the general announcement is more passive, saying:<\/p>\n\n\n\n \u201cThe information and materials submitted by the applicant\n shall be true and accurate. The applicant will be responsible for any \nfailure to fill in the form seriously, resulting in an incomplete form \nor errors. If the information is incomplete or incorrect, the applicant \nshall be liable. Anyone who commits fraud will be disqualified from the \nexamination and employment qualification.\u201d<\/p><\/blockquote>\n\n\n\n Beginning in April 2019, TAR authorities announced the recruitment of\n college graduates for various positions, including civil servants, \nteachers and grassroots workers. <\/p>\n\n\n\n On June 5, 2019, the Autonomous Region College Graduates Employment \nand Entrepreneurship Leading Group Office mentioned the open recruitment\n process and said, \u201cThe party committees and governments of the \nautonomous region have always attached great importance to the \nemployment of college graduates and adopted a number of measures to \narrange employment for college graduates.\u201d<\/p>\n\n\n\n In their announcements this month, TAR authorities announced they \nwill recruit 1,000 candidates for public institutions, including 250 in \nlocal-level institutions, 600 in the education system and 150 in \ninstitutions at the district-level.<\/p>\n\n\n\n Matteo Mecacci, president of the International Campaign for Tibet: \u201cThe tightened rules give reason for concern, as they apply to \napplicants of Tibetan origin only and amount to racial profiling. \nMoreover, the requirements to reveal and denounce a certain political \nopinion violate the right to freedom of thought, conscience and \nreligion, as protected in Article 18 Universal Declaration of Human \nRights.\u201d<\/p>\n\n\n\n![\"\"](\"https:\/\/savetibet.org\/wp-content\/uploads\/2019\/10\/Tibet-job-announcement-Chinese-screenshot-2019-600x168.png\")
