{"id":12340,"date":"2019-10-03T00:00:00","date_gmt":"2019-10-02T22:00:00","guid":{"rendered":"https:\/\/savetibet.nl\/nieuws\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/"},"modified":"2019-10-03T00:00:00","modified_gmt":"2019-10-02T22:00:00","slug":"new-un-report-warns-of-dire-risks-from-tibet-climate-change","status":"publish","type":"nieuws","link":"https:\/\/savetibet.nl\/en\/news\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/","title":{"rendered":"New UN report warns of dire risks from Tibet climate change"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">After largely overlooking Tibet in its past reports, the United \nNations\u2019 Intergovernmental Panel on Climate Change (IPCC) has now raised\n the alarm on the state of the environment of the Tibetan plateau, \nwarning of serious sequences. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IPCC Special Report on the Ocean and Cryosphere in a Changing \nClimate was released on Sept. 25, 2019, just as world leaders met at the\n UN Climate Action Summit in New York. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report says that even if carbon emissions are dramatically and \nrapidly cut and succeed in limiting global warming to 1.5 degree C, 36 \npercent of glaciers along the Hindu Kush and the Himalayan range will be\n gone by the year 2100. If emissions are not cut, the loss will increase\n to two-thirds.<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#1\"><sup>[1]<\/sup><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The dangers and impacts are compounded by China\u2019s policies in Tibet, \nwhich seal off the Tibetan Plateau from regional cooperation and exclude\n and marginalize Tibetans as stewards of their own fragile high-altitude\n ecosystem. Tibet, a historically independent country, has been <a href=\"https:\/\/savetibet.org\/honoring-60-years-of-nonviolent-struggle-by-the-tibetan-people-to-regain-their-rights-and-dignity\/\" rel=\"noreferrer noopener\" target=\"_blank\">brutally occupied by China for the past 60 years<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IPCC report, produced by 104 scientists from 36 countries over a \nthree-year period, makes it clear that effective adaptation efforts \ndepend on regional cooperation, reduced geographic barriers  and the use\n of indigenous and local knowledge.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the fragility of the high-altitude ecosystem and the stark \nthreats spelled out by the IPCC, China has intensified infrastructure \nconstruction across Tibet to further open up the landscape and extract \nTibet\u2019s natural resources. Such projects include a network of strategic \nrail routes and major damming and hydropower projects, the effects of \nwhich are likely to be irreversible.   <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IPCC is an influential UN body established by the UN Environment \nProgram (UNEP) and the World Meteorological Organization (WMO) to review\n the science related to climate change and its impacts and to provide \nresponse options for policymakers and world leaders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a press conference on Sept. 25, the IPCC revealed its findings \nthat sea levels are rising at an ever-faster rate as ice and snow \nshrink, and oceans are getting more acidic and losing oxygen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The main findings of the report relating to Tibet are:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The  Tibetan Plateau is among the high-altitude regions on Earth now\n warming at nearly three times the rate of the rest of the planet. Its \naverage rate of warming of 0.3 percent C outpaces the global warming \nrate of 0.2 \u00b1 0.1 C per decade.<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#2\"><sup>[2]<\/sup><\/a>\n Likely climate change scenarios referenced in the report suggest \nregional temperature increases between 3.5 and 6 degree Celsius by the \nyear 2100.<\/li><li>A quarter of ice on the earth\u2019s Third Pole\u2014the term used by \nscientists to refer to the Tibetan Plateau\u2014has been lost since 1970 and \nup to two-thirds of the region\u2019s remaining glaciers are on track to \ndisappear by the end of the century. The Nyenchen Tanglha mountain range\n in Tibet, which has its highest point to the northwest of Lhasa,<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#3\"><sup>[3]<\/sup><\/a> is singled out as being particularly adversely affected.<\/li><li>Over the next few decades, the melting could accelerate due to \nwarming and increased air pollution from a growing population on the \nIndo-Gangetic Plain, one of the world\u2019s most polluted regions. The dirty\n air makes the glacier situation worse by depositing black carbon and \ndust on the ice, hastening the thaw.<\/li><li>Severe degradation and thawing of permafrost in Tibet during the \npast few decades, projected to continue, have contributed to \u201cchanging \nthe seasonal activities, abundance and distribution of ecologically, \nculturally, and economically important plant and animal species, \necological disturbances, and ecosystem functioning,\u201d according to the \nIPCC.<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#4\"><sup>[4]<\/sup><\/a>\n IPCC scientists also state that subsidence of the landscape due to \nthawing permafrost has already had negative impacts, which are predicted\n to worsen, on the integrity of transportation infrastructure: \u201cOn the \nTibet Plateau, deformation or damage has been found on roads (Yu et al.,\n 2013; Chai et al., 2018), power transmission infrastructure (Guo et \nal., 2016) and around an oil pipeline (Yu et al., 2016).\u201d<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#5\"><sup>[5]<\/sup><\/a><\/li><li>Extreme precipitation is likely to increase across the Himalayan \nrange and Tibetan Plateau. The IPCC report states: \u201cAcross the \nHimalayan-Tibetan Plateau mountains, the frequency and intensity of \nextreme rainfall events are projected to increase throughout the 21st \ncentury, particularly during the summer monsoon.\u201d<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#6\"><sup>[6]<\/sup><\/a> This would mean that floods will become more frequent and severe in the mountainous and downstream areas.<\/li><li>\u201cDisaster risks\u201d to human settlements and livelihood options in high\n mountain areas are expected to increase according to the IPCC, \u201cdue to \nfuture changes in hazards such as floods, fires, landslides, avalanches,\n unreliable ice and snow conditions, and increased exposure of people \nand infrastructure.\u201d<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#7\"><sup>[7]<\/sup><\/a><\/li><li>The IPCC report confirmed toxic metals polluting the water supply, \nstating that: \u201cOf the heavy metals, mercury is of particular concern and\n an estimated 2.5 tonnes has been released by glaciers to downstream \necosystems across the Tibetan Plateau over the last 40 years.\u201d<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#8\"><sup>[8]<\/sup><\/a>\n The IPCC states that \u201cThe release of toxic contaminants, particularly \nwhere glacial melt waters are used for irrigation and drinking water in \nthe Himalayas and the Andes, is potentially harmful to human health both\n now and in the future.\u201d<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#9\"><sup>[9]<\/sup><\/a><\/li><li>Intensive and increased \u201cglacier surge\u201d<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#10\"><sup>[10]<\/sup><\/a>\n activity due to warming has been noticed in a region of western Tibet, \nalong with a higher risk of complete glacier collapses.  The IPCC shared\n an example of twin glacier collapses with nine fatalities in the Aru \nrange in Tibet in 2016.<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#11\"><sup>[11]<\/sup><\/a><\/li><li>Increased glacier meltwater has caused lakes on the Tibetan Plateau \nto increase in size, covering pasture areas and leading pastoralists to \nalter their patterns of seasonal movement, according to the IPCC.<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#12\"><sup>[12]<\/sup><\/a><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Referring to the impacts downstream, one of the lead authors of the \nreport, Anjal Prakash, said: \u201cSnow and glacier melt from high mountains \nhelps to sustain the rivers that deliver water resources to downstream \npopulations. Due to global warming and its implications in the water \nresources in the Himalayan Hindu Kush region, three sectors would be \ndirectly affected\u2014water for domestic use, agriculture and \nhydroelectricity.\u201d<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#13\"><sup>[13]<\/sup><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the high risks, and the global importance of the Tibetan \nPlateau, the Chinese government has intensified dam-building accompanied\n by massive road and infrastructure construction in areas that were once\n among the least disturbed habitats on earth. A major goal of China\u2019s \nFive-Year Plan of 2016 to 2020 has been to intensify the buildup of dams\n on all of Tibet\u2019s major rivers, with cascading dam construction on wild\n mountain rivers involving powerful state-owned Chinese consortiums.<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#14\"><sup>[14]<\/sup><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IPCC report, which was approved on Sept. 24 by 195 member \ncountries, will be a crucial scientific input at the 25th Conference of \nParties at the UN Framework Convention on Climate Change (UNFCCC) in \nChile in December.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IPCC refers to the importance of indigenous knowledge in terms of\n mitigation of impacts of climate change, stating: \u201cSince the mid-20th \ncentury, the shrinking cryosphere in the Arctic and high-mountain areas \nhas led to predominantly negative impacts on food security, water \nresources, water quality, livelihoods, health and well-being, \ninfrastructure, transportation, tourism and recreation, as well as \nculture of human societies, particularly for indigenous peoples [\u2026].  \nCosts and benefits have been unequally distributed across populations \nand regions. Adaptation efforts have benefited from the inclusion of \nIndigenous knowledge and local knowledge.\u201d<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#15\"><sup>[15]<\/sup><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In direct contrast to this approach, the Chinese government excludes \nTibetan expertise from decision-making and blames Tibetan nomads for the\n degradation of Tibet\u2019s vast grasslands, an approach that is \nincreasingly contested even within the People\u2019s Republic of China. The \nIPCC and experts around the world uphold a scientific consensus that \nmass removal of pastoralists from their land is extremely damaging \nbecause indigenous stewardship and herd mobility are essential to both \nthe health of rangelands and climate change mitigation.<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#16\"><sup>[16]<\/sup><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are also profound implications for regional stability. \n\u201cUpstream-downstream conflict over extractions, dam-building and \ndiversions has so far largely been averted through water-sharing \ntreaties, but as the climate becomes less predictable and scarcity \nincreases, the risk of unrest within\u2014let alone between\u2014nations grows,\u201d \nwrote Gaia Vince in an Observer report.<a href=\"https:\/\/savetibet.org\/new-un-report-warns-of-dire-risks-from-tibet-climate-change\/?fbclid=IwAR1ZKqzzPDoJin8d1RlM7sF9HFXoZdp27cZ_e2O0qUTa3enMPoZwHQE4gH4#17\"><sup>[17]<\/sup><\/a><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Quote:<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Matteo Mecacci, president of the International Campaign for Tibet: <\/em><br>\n\u201cAs a storehouse of freshwater and the source of the earth\u2019s eight \nlargest river systems, the Tibetan Plateau is a critical resource for \nthe world\u2019s 10 most densely populated nations surrounding it. This \ncritical report sounds the alarm\u2014Tibet\u2019s climate emergency matters to \nthe entire world, and must no longer be ignored. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe last IPCC report on climate change and the land highlighted how \nChinese policies in Tibet have increased the vulnerability of Tibetan \npastoralists to climate change. This latest report on the cryosphere \nhighlights the risks now facing not just communities high on the plateau\n but the millions living downstream. This is a warning that must be \nheeded before it is too late to protect against future shocks. \nCollaboration among international organizations, governments, civil \nsociety stakeholders and, importantly, Tibetan pastoralists in research \nand responses to changes in the Tibetan Plateau\u2019s ecosystem, water \nresources and policies is urgently needed. Water can  accumulate at the bed of glaciers from several causes. A large  thickening from snow accumulation can lower the pressure melting point  of the ice creating meltwater.
