The celebrations focused on \u201ctelling the story of\n the Communists\u201d and erasing the stories of the Tibetans.<\/li><li>In the eastern Tibetan region of Chamdo (Chinese: Changdu), large \ngroups of monks participated in a rousing chorus in an old-fashioned, \nchoreographed propaganda video that involved displaying giant images of \nChina\u2019s leader Xi Jinping.<\/li><li>The hyped-up political messaging and scale of this week\u2019s \nanniversary events seem intended to demonstrate and underline the \nloyalty of leaders and officials in Tibetan areas to the Chinese \nCommunist Party (CCP) leadership. Communist forces invaded Tibet shortly\n after establishing the PRC in 1949 and <a href=\"https:\/\/savetibet.org\/honoring-60-years-of-nonviolent-struggle-by-the-tibetan-people-to-regain-their-rights-and-dignity\/\" rel=\"noreferrer noopener\" target=\"_blank\">fully annexed the historically independent country ten years later.<\/a><\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Political message strikes at heart of Tibetan faith<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">On Sunday, Sept. 29, more than <a href=\"http:\/\/global.chinadaily.com.cn\/a\/201909\/29\/WS5d909c78a310cf3e3556e2fa_1.html\" rel=\"noreferrer noopener\" target=\"_blank\">4,000 people<\/a>\n were marshaled outside the Potala Palace in Tibet\u2019s Capital of Lhasa \nfor the official event marking the 70th anniversary of the founding of \nthe People\u2019s Republic of China. Women wore traditional Tibetan dress \nadorned with red sashes emblazoned with Communist Party slogans and with\n red hearts painted on their faces. Communist Party slogans and Chinese \nflags were everywhere\u2014and in a particularly disturbing placement that \nshocked even Tibetans familiar with Beijing\u2019s excesses, a banner \nadvocating that the Communist Party should prosper for 10,000 years was \nhung above the entrance of the Jokhang Temple, the religious and \ncultural heart of Lhasa and one of Buddhism\u2019s most sacred sites.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even the international five-star hotel, the InterContinental Lhasa \nParadise, participated in the commemoration. Images on state television \ndepicted hundreds of people gathered in front of the luxury hotel \nforming the shape of a heart depicting <a href=\"http:\/\/www.kangbatv.com\/xw\/qxxw\/2019-09-26\/320670.html\" rel=\"noreferrer noopener\" target=\"_blank\">love for the CCP<\/a> along with an anniversary display on the hotel\u2019s facade.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/savetibet.org\/wp-content\/uploads\/2019\/10\/ngaba.jpg\" alt=\"\" class=\"wp-image-30612\"\/><figcaption>School  children in Ngaba (Chinese: Aba), Sichuan (the Tibetan area of Amdo)  are pictured here with the Communist Party flag for the anniversary  commemoration. It serves as a vivid illustration of the co-existence of a \nsecurity state of total surveillance with mass Chinese tourism in Tibet \ntoday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Chamdo, a video was broadcast showing ranks of monks spelling out \nthe dates 1949-2019, with monks in sunglasses singing songs of praise to\n \u201cthe motherland.\u201d Reminiscent of 1950s party propaganda, the Chamdo TV \nitem was also evidence of 21st century measures of oppression.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/savetibet.org\/wp-content\/uploads\/2019\/10\/Chamdo-monastery-photo-600x300.jpg\" alt=\"\" class=\"wp-image-30608\"\/><figcaption>A  major propaganda event to mark the October 1 70th anniversary of the  PRC was staged at Jampa Ling monastery in Chamdo, Tibet, and broadcast  on state media. These images from the official media depict monks  displaying large images of Xi Jinping and former Party leaders and  gathering in massed ranks outside the monastery.<\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Chamdo, located in the TAR, is of particular <a href=\"https:\/\/savetibet.org\/determination-to-resist-repression-continues-in-combat-ready-chamdo-frontline-of-patriotic-education\/\" rel=\"noreferrer noopener\" target=\"_blank\">strategic importance<\/a>\n to the CCP during this anniversary. The Communist authorities gained \ncontrol of central Tibet when Chamdo fell to the People\u2019s Liberation \nArmy on Oct. 7, 1950. It has been under a <a href=\"https:\/\/savetibet.org\/chinas-control-state-in-lhasa\/\" rel=\"noreferrer noopener\" target=\"_blank\">heavy crackdown<\/a>\n since mass protests in March 2008 led to a dramatic tightening of \nsecurity in the area and the imposition of \u201cemergency\u201d measures that \ninclude a \u201creadiness to defend to the death key sites, key aims, and key\n areas at sensitive and highly critical periods.\u201d The TV images were in \nmarked contrast to those from <a href=\"http:\/\/www.xztzb.gov.cn\/zongjiao\/1538481718948.shtml\" rel=\"noreferrer noopener\" target=\"_blank\">last year\u2019s commemoration of National Day in Chamdo<\/a>, which depicted a handful of monks in a courtyard beside a small red flag. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same video also showed monks at the Jampa Ling monastery hanging \nkhatags (traditional greeting scarves) on giant images of Xi Jinping and\n previous Chinese leaders Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu \nJintao. In the months preceding the anniversary, Tibetans were required \nto remove images of the Dalai Lama from their homes and display images \nof Chinese leaders instead\u2014and in some cases even to <a href=\"https:\/\/savetibet.org\/tibetans-ordered-to-prostrate-to-pictures-of-chinese-president-as-tibet-leaders-prioritize-anti-dalai-lama-stance\/\" rel=\"noreferrer noopener\" target=\"_blank\">prostrate before images of Xi and Mao<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Virtually no place was exempt from official celebration of National \nDay. In Ngaba (Chinese: Aba) in Sichuan, nomadic children were <a href=\"http:\/\/www.aba-news.com.cn\/content\/201909\/26\/c91033.html\" rel=\"noreferrer noopener\" target=\"_blank\">pictured with red flags<\/a>, while in Lhokha (Chinese: Shannan) in the TAR, there was a festival for farmers and herdsman for Oct. 1, which authorities <a href=\"http:\/\/ex.chinadaily.com.cn\/exchange\/partners\/82\/rss\/channel\/cn\/columns\/j3u3t6\/stories\/WS5d88cbc8a31099ab995e1cbc.html\" rel=\"noreferrer noopener\" target=\"_blank\">described<\/a>\n as the anniversary of the \u201cfounding of new China.\u201d  In Xining, singing,\n poetry and martial arts performances were arranged to mark the \n\u201cbrilliant achievements of the great motherland, celebrate the new era, \nthe new atmosphere, convey the spirit of the Communists, express the \nfeelings of the Communists, and tells the story of the Communists,\u201d \naccording to a <a href=\"http:\/\/epaper.tibet3.com\/qhrb\/html\/2019-09\/25\/content_600179.htm\" rel=\"noreferrer noopener\" target=\"_blank\">state media report<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week, TAR leaders emphasized the increase of securitization in \nthe period around the anniversary, despite the already oppressive \nmeasures in place. At a meeting on Sept. 25, Deputy Party Secretary of \nthe TAR Ding Yixian <a href=\"http:\/\/epaper.chinatibetnews.com\/xzrb\/html\/2019-09\/26\/content_910587.htm\" rel=\"noreferrer noopener\" target=\"_blank\">emphasized<\/a>\n the need to \u201cfully understand\u201d the \u201clong-term and complex\u201d \n\u201canti-separatist struggle.\u201d \u201cLong-term stability\u201d is the political \nmantra emphasized by China\u2019s leader Xi Jinping and all TAR officials, \ninvolving a broad and deep expansion of the powers of military and \npolice backed by grassroots propaganda work and electronic surveillance.\n Policies relating to security and political control since 2011 are \ngrouped together under the umbrella term \u201cstability maintenance,\u201d which \nrefers to the security measures instituted across the country from 2007 \nonward to counter unrest and dissent. In Tibet today, even moderate and \nmild expressions of national identity, religion and culture can be \nclassified as \u201csplittist\u201d and therefore \u201ccriminal.\u201d<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">\u201cDrawing a clear line with the Dalai clique\u201d<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The major commemorations of Oct. 1 in Tibet reflect China\u2019s \nincreasingly systematic measures of instilling the \u201cred gene\u201d across \nTibetan society, underpinned by efforts to obliterate Tibetan religious \nand cultural identity. They also show Beijing\u2019s increasing focus on the \nissue of the Dalai Lama, demonstrated symbolically by the \u201creplacement\u201d \nof images of the Tibetan leader with giant images of Xi Jinping and \nother CCP leaders. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Critical to this approach is the training of officially-recognized \nreincarnate lamas, which now involves tours to \u201cred sites\u201d associated \nwith CCP history, including new \u201crevolutionary\u201d museums and sites \nassociated with Mao, known for the <a href=\"https:\/\/savetibet.org\/ict-inside-tibet-news-and-analysis-of-emerging-developments-in-tibet\/\" rel=\"noreferrer noopener\" target=\"_blank\">devastation<\/a> of Tibetan Buddhist monasteries and nunneries following the Chinese takeover of Tibet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amid the heightened tension in the buildup to the 70th anniversary, \nabout 150 key religious figures involved in the campaign to erase the \nDalai Lama\u2019s influence and \u201cSinicize\u201d Tibetan Buddhism met in Shigatse \n(Chinese: Rikaze) in the TAR with the Chinese-installed Panchen Lama and\n Tibet CCP Chief Wu Yingjie. Although the topic of the meeting was \ndescribed as \u201cBuddhist Doctrine,\u201d it focused entirely on \u201cadhering to \nSinicization\u201d in accordance with the current five-year plan imposed by \nBeijing to <a href=\"http:\/\/epaper.chinatibetnews.com\/xzrb\/html\/2019-09\/12\/content_908438.htm\" rel=\"noreferrer noopener\" target=\"_blank\">reshape Tibetan Buddhism<\/a> to comply with CCP objectives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials at the meeting, which was held <a href=\"http:\/\/epaper.chinatibetnews.com\/xzrb\/html\/2019-09\/12\/content_908438.htm\" rel=\"noreferrer noopener\" target=\"_blank\">Sept. 10-11<\/a>,\n stressed the need for all Tibetans, not only monks, \u201cto consciously \ndraw a clear line with the 14th Dalai Lama and the Dalai clique and \nresolutely resist the various activities of the Dalai clique.\u201d This \ndirective represents a <a href=\"https:\/\/savetibet.org\/china-steps-up-discredited-attempts-to-control-dalai-lamas-succession\/\" rel=\"noreferrer noopener\" target=\"_blank\">further intrusion<\/a>\n on the private devotional space of Tibetan Buddhist practitioners, one \nthat would be almost impossible for a monk or nun to reconcile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Present at the meeting in Shigatse was Drupkhang Thubten Khedrup \n(rendered in Chinese reports as Trukang Thupden Keldro or Zhukang \nTubdankezhub), director of the Tibet Buddhist Theological Institute in \nLhasa. Khedrup, a veteran of the TAR People\u2019s Political Consultative \nConference, has been a <a href=\"http:\/\/politics.people.com.cn\/GB\/17529529.html\" rel=\"noreferrer noopener\" target=\"_blank\">prominent critic of the Dalai Lama<\/a>; at the height of the <a href=\"https:\/\/savetibet.org\/why-tibet\/self-immolations-by-tibetans\/\" rel=\"noreferrer noopener\" target=\"_blank\">wave of Tibetan self-immolations<\/a> in 2012, he <a href=\"https:\/\/savetibet.org\/china-tightens-screws-on-tibetan-buddhism\/#18\" rel=\"noreferrer noopener\" target=\"_blank\">accused<\/a> the Dalai Lama of inciting these actions, which he stated was \u201cdespicable.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Read ICT\u2019s statement, <a href=\"https:\/\/savetibet.org\/communist-china-turns-70-but-still-lacks-legitimacy-in-tibet\/\" rel=\"noreferrer noopener\" target=\"_blank\">\u201cCommunist China turns 70 but still lacks legitimacy in Tibet.\u201d<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Thousands of monks and laypeople across Tibet have been roped into  participating in a series of major staged performances symbolic of the  Communist Party\u2019s control over their lives as Chinese authorities mark  the 70th anniversary of the People\u2019s Republic of China (PRC) on Oct. 1,  known as National Day.
