His whereabouts \nremain unknown, and he has not been seen in public since his kidnapping,\n although it is believed he is still alive.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the Panchen Lama turns 30, the International Campaign for Tibet \n(ICT) calls on China to immediately free him and allow him to return to \nhis monastery, Tashi Lhunpo, and assume his vital role as a religious \nleader.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Enforced disappearance, as defined in the UN Declaration on the \nProtection of All Persons from Enforced Disappearance, is a continuous \ncrime until the fate or whereabouts of the disappeared person become \nknown. As such, the enforced disappearance of the Panchen Lama is a \ncrime that has been continuously committed by the People\u2019s Republic of \nChina since May 17, 1995.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China\u2019s attitude toward the Panchen Lama clearly shows that its claim\n of respecting religious freedom in Tibet\u2014a historically independent \ncountry that China has occupied and <a href=\"https:\/\/www.savetibet.org\/honoring-60-years-of-nonviolent-struggle-by-the-tibetan-people-to-regain-their-rights-and-dignity\/\" rel=\"noreferrer noopener\" target=\"_blank\">ruled with an iron fist for the past 60 years<\/a>\u2014is aimed solely at serving its political goal of controlling Tibetan Buddhism. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Age progression images<\/h4>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignleft is-resized\"><img fetchpriority=\"high\" decoding=\"async\" src=\"https:\/\/savetibet.org\/wp-content\/uploads\/2019\/06\/panchen-lama-older-261x370.jpg\" alt=\"Panchen Lama\" class=\"wp-image-27422\" width=\"248\" height=\"351\"\/><figcaption>An image of what the Panchen Lama might look like today, at age 30.<\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><br><br>In  2000, ICT produced a 60-minute documentary, \u201cTibet\u2019s Stolen Child,\u201d  about China\u2019s kidnapping and imprisonment of the Panchen Lama. In it,  six Nobel Peace laureates (the Dalai Lama, Desmond Tutu, John Hume,  Mairead Maguire, Jose Ramos-Horta and Elie Wiesel) and other moral and  religious leaders discuss what happens when governments use persecution  as a weapon.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The questions are relevant 19 years later. In the documentary, ICT \nuses an age-progression image of what the Panchen Lama would have looked\n like at the age of 10, done by a forensic artist. Similarly, in 2015, \nICT commissioned German facial aging specialist Dirk Scheerle to come up\n with an image of <a href=\"https:\/\/savetibet.de\/pressemitteilungen\/17-09-2015\/\" rel=\"noreferrer noopener\" target=\"_blank\">what the Panchen Lama would look like at age 26<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This year, the International Tibet Network has commissioned another  forensic artist to create an image of how the Panchen Lama would look at  30.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lobsang Yangtso, Asia regional coordinator for the network, said: \u201cIt\n sends a message to Beijing that the world has not forgotten about \nGedhun Choekyi Nyima, despite all of their efforts to erase him from our\n history. This image is an important document of how our Panchen Lama \nmay look at age 30 after we have not seen him for 24 years. It also \nallows Tibetans to continue to hope that he will one day be free again.\u201d<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The Panchen Lama and the Dalai Lama\u2019s reincarnation<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The case of the detained Panchen Lama shows China\u2019s long game for securing control over Tibetan Buddhism and Tibet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shortly after abducting the Panchen Lama in 1995, China selected \nanother boy to replace him. This person, named Gyaltsen Norbu, now <a href=\"https:\/\/www.savetibet.org\/china-tightens-screws-on-tibetan-buddhism\/\" rel=\"noreferrer noopener\" target=\"_blank\">takes part in formal events<\/a> and serves as a proxy for the Chinese government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Historically, the Dalai Lama and the Panchen Lama have been involved in the recognition of each other\u2019s reincarnation. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By empowering its selected Panchen Lama, China hopes to commandeer the eventual rebirth of the Dalai Lama.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The issue of the Dalai Lama\u2019s reincarnation has been in the news recently. In response to <a href=\"https:\/\/www.reuters.com\/article\/us-china-tibet-dalai-lama-exclusive\/exclusive-dalai-lama-contemplates-chinese-gambit-after-his-death-idUSKCN1QZ1NS\" rel=\"noreferrer noopener\" target=\"_blank\">media questions last month<\/a>, the Dalai Lama said it was possible his next incarnation might be found in India, where the Dalai Lama has lived for the <a href=\"https:\/\/www.savetibet.org\/honoring-60-years-of-nonviolent-struggle-by-the-tibetan-people-to-regain-their-rights-and-dignity\/\" rel=\"noreferrer noopener\" target=\"_blank\">past 60 years<\/a> since he was forced into exile from Tibet. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tibetan Buddhists believe high-ranking lamas can <a href=\"https:\/\/www.dalailama.com\/messages\/retirement-and-reincarnation\/reincarnation\" rel=\"noreferrer noopener\" target=\"_blank\">select the time and place of their rebirths<\/a> in order to benefit others. The Dalai Lama also <a href=\"https:\/\/www.dalailama.com\/messages\/retirement-and-reincarnation\/reincarnation\" rel=\"noreferrer noopener\" target=\"_blank\">formally declared in a 2011 statement<\/a> that only he has the authority to decide his future incarnation. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite this, a spokesman for China\u2019s Foreign Ministry asserted in \nMarch 2019 that the Dalai Lama\u2019s reincarnation \u201cmust comply with Chinese\n laws and regulations.\u201d Not only is this statement, coming from an \nofficially atheist, communist regime, clearly absurd; it also represents\n a severe government intrusion in religion. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Rejection of China\u2019s claims<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">US leaders have made it clear they support the right of the Tibetan \nreligious community to decide on religious matters, such as \nreincarnation. The US Congress\u2014as well as the European Parliament\u2014have \nfor decades supported Tibetans\u2019 right to enjoy religious freedom and \nhave called on China to stop its interference in Tibetan Buddhism. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The US House of Representatives <a href=\"https:\/\/www.savetibet.org\/resolution-introduced-in-us-house-of-representatives-challenging-chinas-policies-in-tibet-and-honoring-dalai-lamas-contributions-on-his-80th-birthday\/\" rel=\"noreferrer noopener\" target=\"_blank\">passed a resolution in 2015<\/a> calling for an end to Chinese interference in the reincarnation system, and the Senate <a href=\"https:\/\/www.savetibet.org\/us-senate-passes-unanimous-resolution-calling-on-china-to-end-interference-in-tibetan-buddhism\/\" rel=\"noreferrer noopener\" target=\"_blank\">passed a similar resolution<\/a> on the Panchen Lama\u2019s birthday in 2018. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, last year a senior State Department official <a href=\"https:\/\/www.savetibet.org\/state-dept-supports-reciprocal-access-to-tibet-and-congress-rejects-chinas-authority-to-choose-new-dalai-lama\/\" rel=\"noreferrer noopener\" target=\"_blank\">told a Congressional hearing<\/a>\n that \u201creligious decisions should be made within religious \norganizations\u2026That is the clear position of the United States government\n and I think widely supported within American society.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tibetans\u2019 devotion to the Panchen Lama indicates they will spurn any \neffort by China to name a new Dalai Lama. In fact, the Dalai Lama <a href=\"https:\/\/www.reuters.com\/article\/us-china-tibet-dalai-lama-exclusive\/exclusive-dalai-lama-contemplates-chinese-gambit-after-his-death-idUSKCN1QZ1NS\" rel=\"noreferrer noopener\" target=\"_blank\">categorically told Reuters in March 2019<\/a>,\n \u201cIn future, in case you see two Dalai Lamas come, one from here, in \nfree country, one chosen by Chinese, then nobody will trust, nobody will\n respect (the one chosen by China). So that\u2019s an additional problem for \nthe Chinese!\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the Panchen Lama turns 30, the international community must \nreaffirm the right of Tibetans to practice their religion without \ninterference from the Chinese government, particularly in the sacred \nprocess of reincarnation. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">World leaders must also insist that China immediately release the \nPanchen Lama so he can perform his essential role in serving his people \nas one of their most important spiritual leaders.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Quotes<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Representative Jim McGovern, Chair of Tom Lantos Human Rights Commission &amp; Congressional-Executive Commission on China:<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe 24-year-long enforced disappearance of the Panchen  Lama is one of the most egregious examples of China\u2019s violation of the  religious freedom rights of the Tibetan people. In honor of his 30th  birthday, I again call on the Chinese government to free the true  Panchen Lama immediately and without conditions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Dr. Tenzin Dorjee, Chair of the U.S. Commission on International Religious Freedom: <\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a personal message to the Panchen Lama on his 30th  birthday, Dr. Dorjee said, \u201cYour Holiness, despite the Chinese  government\u2019s systematic, ongoing, and egregious religious freedom  violations, nobody can change the fact that you are the 11th Panchen  Lama as recognized by His Holiness the Dalai Lama. As a Tibetan-American  and USCIRF Chair, it is my honor, privilege, and responsibility to  advocate on your behalf. Congressman Jim McGovern and Commissioner  Nadine Maenza joined me in adopting you as our Religious Prisoner of  Conscience and we coordinate our advocacy efforts for your freedom and  well-being. I urge our president and secretary of state to impose  sanctions on Chinese officials and agencies under the Global Magnitsky  Human Rights Accountability Act for perpetrating religious freedom  violations and to continue to implement the Reciprocal Access to Tibet  Act of 2018 to seek access to you and press for your immediate and  unconditional release.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Matteo Mecacci, president of ICT:<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAlthough the Panchen Lama has spent nearly a  quarter-century as a political prisoner, he is still only 30 years old  and, if China releases him, he has the majority of his life ahead of him  to benefit his people and the whole of humankind. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tibetans\u2019 devotion to the Panchen Lama is sacrosanct, and their right  of religious freedom is universal and undeniable.
